Formally titled 'The Metric Tide: Report of the Independent Review of the Role of Metrics in Research Assessment and Management', the review was commissioned in 2014 by the Higher Education Funding Council for England and published in July 2015. It concluded that no set of metrics could currently replace expert peer review in UK research assessment, and recommended the principles of 'responsible metrics': robustness, humility, transparency, diversity, and reflexivity. The report shaped REF 2021 policy, the development of national-level indicator frameworks, and informed Forum for Responsible Research Metrics work.
