ELAP certification is not a single blanket credential. What makes a lab “ELAP certified” for a given job
Before contracting an environmental testing lab for work that will be submitted to a California regulatory agency (or used to demonstrate compliance with a California permit), a procurement officer or lab manager should confirm all of the following:
- Scope match. The lab’s current ELAP certificate lists the exact matrix, analyte(s), and method(s) your project needs — not just accreditation in general or accreditation for a related matrix.
- Certificate currency. ELAP certificates carry an expiration date and are subject to periodic on-site assessment and annual fee renewal; an expired or lapsed certificate for the needed field of testing means the lab cannot legally report those results for regulated California work.
- Proficiency testing (PT) participation. Certified labs are required to participate in PT/external quality assessment studies for their certified fields of testing, evaluated by an approved PT provider. Ask for recent PT results as part of vendor due diligence, not just the certificate itself.
- Underlying quality system. ELAP certification requires the lab to operate under a documented quality management system consistent with the TNI Standard (itself built on the structure of ISO/IEC 17025), covering method validation, data review, corrective action, and traceable calibration of instruments.
Why this matters for procurement, not just compliance staff
For a lab manager or procurement officer sourcing environmental analytical services, ELAP status functions as a hard eligibility gate, not a quality nice-to-have: samples analyzed by a lab that is not certified for the relevant field of testing generally cannot be used to satisfy a California regulatory reporting obligation, regardless of how competent the analysis otherwise is. Building ELAP-scope verification into the vendor-qualification step of a procurement workflow — alongside standard checks like insurance, turnaround time, and pricing — avoids discovering a scope gap only after a report has already been submitted and rejected. Distributors and lab-supply partners that serve regulated environmental customers (for example, LAC Health, among other suppliers in this space) can be a useful source of current vendor and consumable information, but certificate scope should always be verified directly against the accrediting body’s own public list rather than taken on a vendor’s word.
How to verify an ELAP certificate
Don’t rely on a certificate PDF a vendor supplies without cross-checking it. The State Water Resources Control Board publishes a searchable list of currently ELAP-certified laboratories and their certified fields of testing; before finalizing a contract, confirm the lab appears on that current list with the specific matrix/analyte/method combination your project needs, and note the certificate’s expiration and next-renewal date so it can be re-checked before any long-running contract’s results are relied on.
