This track defines commitment, accountable decision-maker and sign-off, framework update protocol, and roadmap item -- the governance layer around Seoul Summit and Anthropic, OpenAI, Google DeepMind, xAI, Meta, Amazon, Microsoft, and NVIDIA safety-framework pledges -- plus mapping declaration, the mechanism by which any of these organisations could turn a NIKOLAI crosswalk row from a shadow mapping into a declared one.
