R25 Grant (NIH Education/Research-Related Grant)

R25 is an NIH activity code, not a single program: individual NIH institutes and centers issue their own R25 Funding Opportunity Announcements (FOAs) — often under a standing ‘parent’ announcement such as PA-27-034 (Courses, Curriculum & Methods) — and each defines its own topic focus, eligible applicant pool, and budget ceiling. What all R25 awards share is mechanism-level intent: they fund education activities that build the biomedical, behavioral, or clinical research workforce, not an investigator’s own hypothesis-driven research project.

What R25 funds

Across NIH guidance and individual institute FOAs, R25 activities generally fall into a small set of recurring categories: development or delivery of courses for skill-building; mentored or short-term research experiences for students, postbaccalaureates, or early-career researchers; curriculum or methods development; outreach to recruit individuals into research careers; and, in some FOAs, research career-transition support. Because ‘research experiences’ is one of the recognized categories, an R25 can fund participants doing hands-on research work — but the award itself is judged and administered as an education program, with the research experience as a training vehicle, not as the PD/PI’s own funded research aims.

Why R25 shows up so often in RCR-training compliance discussions

NIH’s Notice NOT-OD-10-019, which sets the agency’s Responsible Conduct of Research (RCR) training expectation, explicitly names R25 (alongside R36 and other training, career-development, and dissertation-research awards) as a mechanism whose trainees, fellows, participants, and scholars must complete RCR instruction. In practice this makes R25 doubly relevant to research-administration compliance work: an R25 award is frequently the very vehicle an institution uses to deliver a formal RCR or research-education curriculum to a cohort of trainees, while simultaneously being one of the award types whose own participants are separately obligated to complete RCR training as a condition of NIH support. Eligibility and structure

Eligible applicant organizations are specified per FOA (commonly domestic U.S. institutions, though some FOAs permit foreign components); the PD/PI is expected to provide administrative and scientific leadership for the education program rather than serve as an independent research investigator in the traditional R01 sense. Program participants named in an R25 — students, postdoctoral researchers, or other trainees — typically range from undergraduate through senior-researcher career stages depending on the specific FOA’s target population, and unless a FOA specifically justifies otherwise, non-PD/PI participant support is generally limited to U.S. citizens or permanent residents. Successful applications receive a Notice of Award (NoA) signed by the awarding institute’s grants management officer, the same authorizing-document mechanism used across NIH grant types.

How R25 differs from adjacent mechanisms

R25 is easy to confuse with NIH’s other training and career-development mechanisms because all of them fund people rather than a single investigator’s research aims, but the award unit differs:

• R25 vs. T32 (institutional NRSA): both fund training programs at the institutional level, but T32 operates under the National Research Service Award authority with its own stipend/tuition rules, while R25 is a standard research-grant mechanism repurposed for education and is not an NRSA award.
• R25 vs. R01/P01: R01 and P01 fund investigator-driven research (P01 across multiple interrelated projects); R25 funds an education program, and reviewers evaluate it on educational design and workforce impact, not on a research hypothesis.
• R25 vs. K-series career-development awards: K awards fund a single named investigator’s protected research time and career-development plan; R25 funds a program an institution runs for a cohort of participants.

Well-known examples of NIH R25 programs include the Science Education Partnership Award (SEPA), which funds K-12 science-education outreach, and the Postbaccalaureate Research Education Program (PREP), which funds mentored research experiences for postbaccalaureate students preparing to enter PhD programs — both real, currently active R25 program families, cited here as illustrations of the mechanism’s breadth rather than as a description of any single institution’s award.

Counter-example

A standard R01 awarded to a single PI to test a specific research hypothesis, with no education, curriculum, or mentored-training component built into the aims, is not an R25 even if the PI’s lab happens to train graduate students informally as part of doing the work — informal mentorship inside a research-project grant does not make the award an education mechanism.
