CNRS directly employs permanent research staff as civil servants (fonctionnaires) — research scientists (chargés de recherche and directeurs de recherche) and the engineers and technicians who support them — and assigns them to laboratories across the country. 2. CNRS as a (Limited) Funder

How CNRS Labs Work: Joint Research Units (UMRs)

The mechanism that makes CNRS’s dual role possible is the Unité Mixte de Recherche (UMR), or Joint Research Unit. A UMR is a laboratory that is jointly supervised (co-tutelle) by CNRS and one or more partner institutions — typically a university, but sometimes another public research organization such as INSERM (health/biomedical) or INRAE (agriculture/environment). For a visiting or collaborating researcher, this matters practically: an invitation or affiliation “at CNRS” for a UMR-based lab usually really means affiliation with a jointly-run unit hosted at a specific university, not a freestanding CNRS institute in the way a national lab might work elsewhere. Correspondence, hosting agreements, and funding administration may route through either the CNRS side or the university side depending on the specific unit’s arrangements, so it is worth confirming which administrative structure (CNRS delegation, or the host university’s research office) handles a given collaboration before assuming either one.

CNRS vs ANR: Don’t Confuse the Two

Because both are large, national, French, and research-related, CNRS and ANR are frequently conflated by people outside the French system — but they play different roles:

  • ANR (Agence Nationale de la Recherche) is France’s national funding agency: it runs competitive, peer-reviewed calls for research project funding (including instruments such as the ANR JCJC young-researcher grant) that any eligible researcher or team, regardless of home institution, can apply to. Its role is analogous to NSF in the US or the DFG in Germany.

A CNRS-employed researcher, working inside a CNRS-affiliated UMR, is a completely typical applicant to an ANR grant call — the two organizations interact constantly at the level of individual researchers and projects, but they are not the same kind of body, and CNRS itself is not where a researcher applies for project grant funding.

CNRS’s International Research Structures

For researchers and administrators outside France considering a formal collaboration with CNRS, the relevant instruments are:

  • International Research Laboratories (IRL) — joint laboratories bringing together CNRS researchers, students, postdoctoral fellows, and technical staff with a foreign partner institution, physically hosted at the partner institution abroad. CNRS operates dozens of these worldwide.

  • Check whether you mean CNRS the employer or CNRS the co-funder. “Funded by CNRS” almost never means a competitive external grant; it more often means the researcher or project sits inside a CNRS-affiliated lab whose baseline operating funds and staff positions come partly from CNRS.
  • Identify the host institution for a UMR. If you are setting up a collaboration, hosting agreement, or data-sharing arrangement with a CNRS-affiliated lab, confirm early whether the administrative counterpart is CNRS’s own regional delegation or the partner university’s research office (or both) — this affects contracting, IP, and compliance processes.
