How DoD categorizes research spending: the 6.1-6.7 budget activities
DoD’s Research, Development, Test and Evaluation (RDT&E) appropriation is organized into numbered Budget Activities that track a technology from fundamental science through fielded systems. The activities most relevant to university and lab-based researchers pursuing grants (rather than a systems-integration contract) are the first three:
- 6.1 — Basic Research. Fundamental scientific inquiry not tied to a specific military application, funded on the same open-ended, publication-oriented basis as an NSF or NIH basic-research grant. This is the category DARPA, ONR, AFOSR, and ARO draw on for most university-facing awards.

- 6.3 — Advanced Technology Development. Component and prototype-level work that has moved beyond exploratory research toward demonstrating feasibility in a relevant environment. DARPA: the defense-wide research agency
The Defense Advanced Research Projects Agency (DARPA) is a defense-wide agency, not part of any single military service, chartered to fund high-risk, high-payoff research that conventional military or commercial R&D would not otherwise pursue. DARPA organizes its portfolio across a small number of technical offices (covering areas such as biological technologies, information innovation, microsystems technology, and defense sciences, among others), each staffed by term-limited program managers who define and run their own programs rather than a single standing solicitation. Funding is announced through office- and program-specific Broad Agency Announcements (BAAs) rather than one general DARPA BAA, and program managers typically have significant discretion over scope, milestones, and go/no-go decisions within their programs. The three military-department basic research offices
Below DARPA, each military department runs its own basic-and-applied-research office. These are the offices most academic researchers actually interact with, since they fund the largest share of unclassified, publication-track, university-performed basic research (6.1) in the department:
- Office of Naval Research (ONR) — the Department of the Navy’s science and technology arm, funding research relevant to naval and Marine Corps needs across departments ranging from ocean and atmospheric science to materials, electronics, and human performance. ONR issues both standing and program-specific BAAs and has long been one of the largest single DoD funders of academic basic research; a 2016 GAO count found the Department of Defense (chiefly via ONR) provided the largest single-agency share of federal human-subjects research funding outside HHS, even though HHS-covered institutions vastly outnumber DoD-covered ones.

Cross-service programs: MURI and DURIP
Two flagship programs are run jointly across ONR, AFOSR, and ARO rather than by any one office alone, and are worth knowing by name:
- Multidisciplinary University Research Initiative (MURI) — funds larger, team-based basic research efforts (typically multi-institution, multi-investigator) intended to accelerate research at the intersection of traditional disciplines, on multi-year awards (commonly around five years) substantially larger than a typical single-PI BAA award.

Where SBIR/STTR and the Rapid Innovation Fund fit
