How to Find Federal Grant Awards: A Cross-Agency Search Guide (NSF, NIH, DOE, USAspending.gov)

A cross-agency orientation guide to searching already-awarded federal grants — NSF Award Search, NIH RePORTER, DOE’s PAMS Award Search, and USAspending.gov — for competitive intelligence, collaborator vetting, and funding-history benchmarking.

To find an already-awarded federal grant rather than an open funding opportunity, search the agency’s own award database — NSF Award Search, NIH RePORTER, or DOE’s PAMS Award Search — or use USAspending.gov for a government-wide, cross-agency lookup. Grants.gov only indexes open opportunities, not historical awards.

Finding an open federal funding opportunity and finding an already-awarded federal grant are two different searches, using two different sets of tools. Grants.gov, the government’s single portal for discretionary funding opportunities, is built for the first job — it does not function as a searchable archive of who has already been funded. For that, you need agency-specific award databases (NSF Award Search, NIH RePORTER, DOE’s PAMS Award Search) or the government-wide award transparency database, USAspending.gov.

This guide is the orientation piece for that second job: which database to start with, what each one is actually good at, and how to combine them when your question spans more than one funding agency. It is deliberately a routing guide, not a full how-to for any single tool — for step-by-step search mechanics on a specific agency, use the dedicated guides linked throughout.

Why ‘already-awarded’ search is a separate skill from opportunity search

Award-search tools answer questions like: Who has already received funding in this research area? What did a specific PI’s funded project actually study? How much has an institution received from a given agency historically? Is a prospective collaborator currently funded, and by whom? These are the questions behind competitive intelligence, collaborator vetting, and funding-history benchmarking — distinct from the forward-looking question Grants.gov answers (what can I apply for right now).

The practical implication: don’t start a competitive-intelligence or benchmarking search on Grants.gov. Its search index is opportunities and forecasted notices, not historical awards, and a search there for a funded project by name will typically return nothing or a stale, now-closed opportunity listing rather than the award record itself.

Which database covers which agency

NSF: NSF Award Search

NSF Award Search (nsf.gov/awardsearch) is NSF’s own public database of funded projects, covering awards back to 1989. Simple Search matches a keyword against titles, abstracts, PI/co-PI names, and institutions; Advanced Search filters on structured fields — PI name, organization, location, program name, program officer, directorate/division, award dates, and dollar amounts. Results export up to 3,000 rows (CSV/XML/Excel/text), and a documented web API (api.nsf.gov) supports programmatic queries for larger pulls. NIH: NIH RePORTER

NIH RePORTER (reporter.nih.gov) is the equivalent tool for NIH-funded projects, searchable by PI, institution, project/grant number, activity code (R01, K99, etc.), study section, and funding IC. It also links out to publications and patents associated with a given project, which NSF Award Search and DOE’s tools do not do as directly. DOE: PAMS Award Search (with a caveat)

DOE is the one agency in this set without a single, department-wide award database equivalent to NSF Award Search or NIH RePORTER. PAMS Award Search covers awards made through DOE’s Office of Science specifically; DOE’s other program offices (EERE, NNSA, Fossil Energy and Carbon Management, etc.) are not comprehensively covered by that same tool. Every federal agency at once: USAspending.gov

USAspending.gov is the U.S. government’s official, government-wide spending-transparency database, covering federal grants, contracts, loans, and other financial-assistance awards across every federal agency — not just NSF, NIH, and DOE. It’s the tool to reach for when your question crosses agency lines (“which federal agencies have funded this institution” or “has this PI received federal awards outside NIH/NSF”), or when you need a DOE award made outside the Office of Science’s PAMS coverage.

Advanced Search on USAspending.gov filters by keyword, recipient name, award ID, time period, award amount range, awarding agency and sub-agency, recipient location, recipient type, award type (grants vs. contracts vs. loans, etc.), and NAICS/PSC codes for contract-side data. Results are exportable, and a public API (api.usaspending.gov) supports no-authentication programmatic queries — useful if you need to pull award data at a scale beyond what the web UI’s export comfortably handles. Because USAspending.gov aggregates data agencies themselves submit for transparency-reporting purposes (originating from the same SAM.gov registration and reporting chain covered in CASRAI’s SAM.gov entry), it is broader but less research-specific than NSF Award Search or NIH RePORTER — you will not get the same depth of program-officer, study-section, or directorate-level detail that the agency-native tools provide.

Choosing where to start: a decision guide

  • You know the agency and just need award-level detail (dates, amount, abstract, PI, program): go straight to that agency’s native tool — NSF Award Search, NIH RePORTER, or PAMS for DOE Office of Science.
  • You’re vetting a prospective collaborator or benchmarking an institution’s federal funding history across agencies: start with USAspending.gov, since it’s the only one of these four that doesn’t require you to already know which agency funded them.
  • You need a DOE award from outside the Office of Science (EERE, NNSA, etc.): PAMS likely won’t have it — go to USAspending.gov instead.
  • You need publication or patent linkage from a funded project: NIH RePORTER is the strongest of the four for this specific use case, since it directly links awards to resulting publications (via linked PubMed records) and patents.
  • You need bulk/programmatic data across thousands of awards: all four expose either a documented API or a large-row export; for genuinely cross-agency bulk pulls, the USAspending.gov API is the more practical single source rather than querying three separate agency APIs and reconciling formats yourself.

Common pitfalls when searching across agencies

Assuming Grants.gov has an award archive. It doesn’t function as one — it’s built around open and forecasted opportunities, not a searchable history of who received funding. If a search there for a specific funded project comes back empty, that’s expected, not a sign the award doesn’t exist.

Treating DOE as if it has one unified database. Unlike NSF and NIH, DOE’s award data is split between PAMS (Office of Science only) and USAspending.gov (department-wide, but with less program-level granularity). A negative result in PAMS for a DOE award outside the Office of Science does not mean the award doesn’t exist.

Name-matching ambiguity across systems. Institution and recipient names are not always standardized identically across NSF, NIH, DOE, and USAspending.gov records — the same university may appear under a system office name in one database and a campus-specific name in another. Cross-checking by a stable identifier (a Unique Entity Identifier, where available, or the award/grant number itself) is more reliable than name search alone when precision matters.

Confusing ‘award total’ with ‘funds disbursed to date.’ Award-search databases generally show the total obligated amount for an award as recorded at the time of the action, not necessarily a running real-time balance of funds actually drawn down — relevant if you’re using award data for financial benchmarking rather than just confirming that funding exists.

Frequently asked questions

Can I search for a specific researcher’s federal funding history across all agencies at once?

Not in a single native search on any one of these four tools — each agency-specific database only covers that agency. USAspending.gov comes closest to a single cross-agency search, since it aggregates award data across the federal government, but its recipient-name matching is not always as precise as the agency-native tools’ PI-name search fields (NSF Award Search and NIH RePORTER both index PI name directly; USAspending.gov indexes at the recipient-organization level primarily, with award-level detail sometimes, not always, naming individual investigators). For a thorough multi-agency check on one person, the reliable approach is running NSF Award Search, NIH RePORTER, and USAspending.gov as three separate queries and reconciling the results yourself.

Are these award databases free to use?

Yes. NSF Award Search, NIH RePORTER, PAMS Award Search, and USAspending.gov are all free, public, no-login-required government databases. None require institutional subscription or SAM.gov registration to search — registration is only required to apply for and receive federal funding, not to search historical award data.

How current is the award data in these databases?

Each database updates on its own cadence tied to the agency’s internal award-processing and financial-reporting systems, so there is normally a lag between an award decision and its appearance in the public database — the exact lag is not uniformly documented across all four systems and can vary by agency and by whether an award is a new grant versus a continuation/modification. If you need to confirm a specific award’s current status precisely, agency-native tools (NSF Award Search, NIH RePORTER, PAMS) are generally updated closer to the agency’s own internal award actions than the government-wide USAspending.gov feed, which depends on agencies submitting data into the broader reporting chain.

Do these tools show sub-awards to non-federal subrecipients, not just the prime award?

USAspending.gov is the one of these four built to surface sub-award data (drawing on the same FSRS/SAM.gov reporting chain that federal prime recipients use to report subawards above the applicable threshold). NSF Award Search, NIH RePORTER, and PAMS are primarily prime-award databases and do not consistently surface subrecipient-level detail in the same structured way.
