The Programa de Incentivos a los Docentes-Investigadores (“Incentives Program”) is Argentina’s national scheme for classifying university teaching staff who also do research into five ranked categories, Category I (highest) through Category V (entry level), and paying a salary supplement tied to that rank. It is a distinct thing from the platforms it runs on: CVar is the national curricular-data registry and SIGEVA is CONICET’s CV/management system – both are where a docente-investigador’s dossier data lives. This page covers the categorisation criteria, the evaluation cycle, and the pay-supplement mechanics; it does not repeat CVar’s or SIGEVA’s platform mechanics, which those two pages already own.
Origin and the framework that has since replaced its own rulebook twice
The program traces to Decreto 2427/93 (signed 19 November 1993), which created the “Programa de Incentivos a los Docentes-Investigadores de las Universidades Nacionales” under the Secretaría de Políticas Universitarias (SPU) of the national education ministry. That decree number and date are corroborated independently across the Universidad de Buenos Aires’s own codified regulations (Código UBA, Libro I, Título 46, Capítulo E) and several national universities’ research-office pages – treat it as well-established, though this session did not obtain a clean primary-source PDF of the decree’s own text.
What has genuinely changed – and this is the part worth verifying before citing anything about “the categories” from an older source – is how categorisation itself is defined and run. The decree created the incentive; the operating rules for categorising people under it have been rewritten twice since:
- 2014: Resolución (Ministerio de Educación) 1543/2014 approved a Manual de Procedimientos whose Articles 5-24 defined the five categories and how they were assessed.
- 2019: Resolución 1216/2019 created a successor system, SiDIUN (Sistema Nacional de Docentes Investigadores Universitarios), and began derogating those 2014 articles.
- 2023: Resolución 472/2023 (Ministerio de Educación) superseded SiDIUN with PRINUAR (Programa para la Investigación Universitaria Argentina) and is, as of this writing, the current source for the category definitions, the evaluation cycle, and the evaluating bodies described below. The official “texto actualizado” of Resolución 1543/2014 confirms Articles 5-24 as derogated, with effect preserved only for categorisation proceedings that were already underway when each derogation took effect.
Practical consequence: a guide, blog post, or university intranet page describing “the five categories” that cites the 2014 Manual de Procedimientos, or that still describes SiDIUN as the live system, is very likely describing a superseded rulebook. The incentive itself (and its 1993 legal basis) has not gone away; the categorisation rules under it have been reorganised more than once, most recently in 2023.
The five categories under PRINUAR (Resolución 472/2023)
Category I is the highest rank and Category V the entry rank. Each category’s requirements build on the one below it rather than replacing it – a Category II applicant is expected to meet Category III’s bar plus more.

General entry conditions that sit underneath all five categories: a relevant university degree (or documented equivalent preparation), and current or recent participation in a research, development, or artistic-production project for at least one year.
The evaluation and re-categorisation cycle
Under PRINUAR, the cadence differs by what’s being evaluated:
- Permanence in a category is reviewed every four years.
- Promotion to a higher category is assessed through convocatorias (calls) held every two years.
- Category V has a hard ceiling of eight years: a researcher who has not promoted out of it by then exits the program automatically rather than being renewed indefinitely at entry level.
- Category I is the one exception to periodic re-review: after two consecutive favourable evaluation reports, a Category I researcher can hold that status permanently without further reporting obligations.
The national education ministry’s own public notice announcing a categorisation/re-categorisation call describes the same entry/promotion-vs-permanence split (“convocatorias cada 2 años en ingreso y promoción y cada 4 años para la permanencia”), which corroborates the cycle lengths above independently of Resolución 472/2023’s own text.
Who evaluates applications, and CIN’s role
Applications are not decided by a single central office. Two bodies do the work:
- Comisiones por Área de Conocimiento (CAC) – the actual evaluators, drawn from a “Banco de Evaluadores” organised across seven disciplinary areas. Every application requires a minimum of three independent evaluations before a category is assigned.
- Comisión de Acreditación (CA) – the oversight body that reviews and validates categorisation outcomes. Its composition is genuinely multi-institutional: seven representatives from the CPRES (regional university-planning councils), two representatives from CIN (Consejo Interuniversitario Nacional), one from CRUP (the private-university council), three from SPU, one from CICYT, and one from MINCyT.
CIN is therefore a real but partial voice in categorisation – two seats on a body that also answers to SPU, CRUP, CICYT and MINCyT representation, not the sole or lead administering authority. That distinction matters if a source describes CIN as “running” categorisation; it sits on the accreditation commission, it does not run the program alone.
Appeals
A researcher who disputes a categorisation decision can file a recurso de reconsideración with the Comisión de Acreditación, limited to formal defects, procedural illegitimacy, or manifest arbitrariness – new supporting documentation is not admitted at this stage. The CA may convene an ad hoc area commission to re-evaluate the case. If reconsideration doesn’t resolve it, a hierarchical appeal proceeds to the Comisión Directiva. The maximum time for a final resolution is 180 calendar days.
The pay supplement: what’s confirmed and what isn’t
The incentive is a salary supplement paid through the researcher’s home university, calculated against category and teaching/research dedication (dedicación exclusiva, semi-exclusiva, or simple), and disbursed through the payroll system rather than as a separate research grant. What this session could not verify, and therefore does not state as fact: current per-category peso amounts. Multiple sources referencing the older 1993-2014 framework quote figures that are financially stale (the incentive has been adjusted repeatedly since, and Argentina’s high-inflation environment makes any peso figure from a prior year unreliable without a same-year source). A CASRAI reader who needs the current amount should confirm it directly with their university’s Secretaría de Ciencia y Técnica or SPU’s own published tables for the current fiscal year, not a cached figure from an older guide.
How this connects to CVar and SIGEVA
Categorisation and CV-platform administration are two different systems that a docente-investigador has to keep in sync, not one system under two names:
- CVar is where the national curricular-data record lives, and it’s the record CAC evaluators and the CA draw dossier information from.
- SIGEVA is CONICET’s own CV, funding, and scientific-production management system – many universities also run their own SIGEVA instance for internal research administration, separate from CONICET’s.
- The Programa de Incentivos / PRINUAR covered on this page is the categorisation-and-pay layer that consumes data from those platforms; it is not itself a CV database, and registering a CV on CVar or SIGEVA does not by itself confer or change a category.
