Why Cross-Publisher Screening Needed Its Own Infrastructure

A single publisher’s internal screening tool can only ever see that publisher’s own submission history. Paper mills exploit exactly that boundary. Building a shared layer, however, raises two problems that a single publisher’s tooling doesn’t have to solve: competition law and manuscript confidentiality.   • It screens at submission, not after publication.   • It does not replace editorial judgment. A flagged manuscript still requires a human decision; the Hub raises signals, it does not adjudicate peer review fraud or authorship disputes.
