ORCID and the Common Science and Technology Resource (CSTR) Identification Platform announced a memorandum of understanding (MOU) on July 16, 2026, establishing a strategic partnership aimed at building interoperability between the two organizations’ persistent identifier (PID) systems.

What is CSTR?

The CSTR Identification Platform is based in Beijing and is supported by the Computer Network Information Center (CNIC) of the Chinese Academy of Sciences. It provides unique identification services for scientific resources within China’s national science and technology infrastructure, covering research data, papers, research infrastructure, institutions, and researchers — a scope that overlaps with, but is organizationally distinct from, the identifier ecosystem most research-administration professionals outside China already work with (ORCID iDs, DOIs, and ARK identifiers among them).

What the MOU covers

According to ORCID’s announcement, the agreement establishes a framework for the two organizations to hold technical and strategic discussions, work toward interoperability between their respective identifier systems, and set up regular coordination mechanisms and shared best practices. The stated focus is on serving research infrastructure user communities and advancing open science cooperation between China’s research system and the broader international persistent identifier (PID) ecosystem.

ZHOU Yuanchun, Director of CNIC, described the signing as deepening strategic cooperation with a focus on PID interoperability. Chris Shillum, ORCID’s Executive Director, characterized partnerships of this kind as central to ORCID’s mission of reliably connecting researchers with their contributions.

The announcement does not specify a technical implementation mechanism (for example, whether this will take the form of identifier cross-referencing, metadata exchange, or a formal mapping between CSTR and ORCID identifier schemes) or a public timeline for delivery. Organizations tracking this partnership should expect further detail to emerge as the two bodies move from the MOU stage into technical scoping.

Why this matters for research-information systems

For institutions and CRIS (current research information system) operators working with Chinese research partners, co-authors, or grant collaborators, an MOU of this kind is an early but meaningful signal. PID interoperability agreements are typically the precondition for later, more concrete integration work — API-level record matching, cross-system identifier resolution, or inclusion in metadata schemas — rather than an implementation announcement in themselves. Research offices and CRIS administrators managing international collaboration records, particularly those with China-based co-investigators or institutional partners, have reason to watch how this partnership develops, since a workable bridge between ORCID and CSTR would reduce duplicate identity records and improve attribution accuracy for jointly authored or jointly funded work spanning both identifier ecosystems.

It is also part of a broader pattern of ORCID pursuing national and regional PID-system partnerships to extend interoperability beyond the organizations and funders that adopt ORCID directly — comparable in kind, though not necessarily in scope or mechanism, to earlier ORCID partnerships with national research and funding bodies in other countries.

As of this announcement, no integration has shipped and no technical specification has been published. The practical questions research-information professionals will want answered as the partnership matures include: whether CSTR identifiers will become resolvable or cross-referenceable from ORCID records (and vice versa), whether any CRIS or repository platforms plan to support both identifier types natively, and what governance or data-protection framework will apply to identifier data crossing between the two systems.
