Editorial commentary

While the Five Eyes partnership originated in signals intelligence cooperation, the five governments have publicly engaged in coordinated statements and aligned policy development on research security, including joint statements through ministerial channels and aligned guidance on sensitive technologies. The alliance is not a treaty-based research policy body, and research security frameworks remain national. The Five Eyes label in research contexts typically denotes alignment and information sharing rather than a unified policy regime.
