Editorial commentary
Beyond its industrial policy provisions, the CHIPS and Science Act includes Title VI research security provisions that codify elements of NSPM-33, prohibit federally-funded personnel from participating in malign foreign talent recruitment programmes, require research security training, and establish reporting and oversight mechanisms. Implementation has rolled out through agency policy updates at NSF, NIH, DOE, NASA, and DOD. The Act is considered the principal post-2022 legislative anchor for US research security policy.
