Editorial commentary
The JASON Report (Fundamental Research Security, JSR-19-2I) concluded that the openness of US fundamental research is a strategic asset and that disclosure, ethics enforcement, and adherence to scientific norms are the appropriate principal responses to foreign influence concerns. The report shaped subsequent policy debate and is widely cited as the intellectual foundation for the transparency-based approach reflected in NSPM-33 and related agency policies. It distinguished fundamental research from controlled or classified research.
