The National Science Foundation (NSF) is an independent agency of the U.S. federal government created by the National Science Foundation Act of 1950 to fund basic research and education across non-medical fields of science and engineering. For research administrators, understanding NSF as an agency — its legal status, governance, and internal structure — is a separate and prior question from understanding how to prepare and manage an NSF award; this page covers the former. Independent agency status
NSF is not a bureau or office inside a cabinet department. It is one of a small number of independent federal agencies (alongside, for example, NASA and the EPA) that report directly to the President and Congress rather than through a department secretary. Day-to-day operations are run by an NSF Director, but policy oversight and approval of significant awards and actions rest with the National Science Board (NSB), a 24-member body of presidentially appointed scientists, engineers, and science-policy leaders (plus the NSF Director, who serves ex officio) established by the same 1950 Act. This dual structure — an operating Director plus a policy-setting Board — distinguishes NSF’s governance from a single-administrator agency.
Mission
NSF’s founding legislation set out its mission in three clauses that the agency still cites today: to “promote the progress of science,” “advance the national health, prosperity, and welfare,” and “secure the national defense.” In practice this has been read broadly — NSF is the primary federal funder of basic research and education in fields ranging from mathematics and physics to computer science, engineering, geosciences, and the social and behavioral sciences, deliberately outside the biomedical research NIH funds and outside the applied, mission-directed research funded by agencies like DOE or DoD.
Directorate structure
NSF organizes its research and education portfolio through subject-based directorates, each further divided into divisions and programs. As of the agency’s current structure, the research directorates are:

- Computer and Information Science and Engineering (CISE)
- Engineering (ENG)
- Geosciences (GEO)
- Mathematical and Physical Sciences (MPS)

- Technology, Innovation and Partnerships (TIP) — established in 2022, NSF’s first new directorate in roughly thirty years, focused on translating research toward economic and societal impact
Alongside these, NSF maintains a STEM Education directorate, an Office of International Science and Engineering, an Office of Integrative Activities, and the National Center for Science and Engineering Statistics (NCSES), which produces federal statistical reports on the U.S. science and engineering enterprise.
