Editorial commentary

Most major research funders (UKRI, Wellcome, NIH, ERC, Horizon Europe) now permit, expect, or require access" class="text-primary underline-offset-2 hover:underline" data-autolinked="true" title="Open access — CASRAI Dictionary">open access publication of grant-funded outputs and consider APCs grant-eligible within sensible caps. UKRI and Wellcome operate institutional block grants for OA publication, in addition to permitting APCs as direct costs. Horizon Europe permits OA costs but requires Plan S compliance (no OA fees in hybrid journals after the project end). NIH permits OA costs and now operates the NIH Public Access policy at acceptance. The category cross-links to APC and APC reimbursement (funder) (see knowledge-equity domain).
