Editorial commentary
Most major research funders (UKRI, Wellcome, NIH, ERC, Horizon Europe) now permit, expect, or require open access publication of grant-funded outputs and consider APCs grant-eligible within sensible caps. UKRI and Wellcome operate institutional block grants for OA publication, in addition to permitting APCs as direct costs. Horizon Europe permits OA costs but requires Plan S compliance (no OA fees in hybrid journals after the project end). NIH permits OA costs and now operates the NIH Public Access policy at acceptance.
