Research Councils UK (RCUK)

Research Councils UK (RCUK) was the strategic partnership body that coordinated the UK's seven publicly funded research councils from 2002 until 2018, when it was replaced by UK Research and Innovation (UKRI) alongside Innovate UK and Research England. RCUK was formally established in 2002 as a non-departmental public body bringing together AHRC, BBSRC, ESRC, EPSRC, MRC, NERC, and STFC. Its most visible legacy artefacts are the RCUK Policy on Open Access (2013, revised 2015) and the shared Joint Electronic Submission (Je-S) system, both cited in a lot of pre-2018 grant documentation still in circulation. In 2018, UKRI replaced RCUK with a structurally different model: a single statutory body with its own combined budget authority, rather than a loose coordinating partnership of independently budgeted councils.

For research administrators, the practical distinction mostly comes up when handling legacy material: grant terms and conditions, open access policy citations, or Je-S-era guidance dated before 2018 may still name “RCUK” specifically, and shouldn’t be read as reflecting current UKRI policy without checking whether it has since been superseded.
