Research.gov is the U.S. National Science Foundation’s (NSF) electronic system of record for preparing and submitting proposals and for administering active awards. It is the system research administrators and principal investigators interact with directly for both pre-award and post-award actions on NSF funding, and it is the successor system to NSF’s older FastLane platform.
What Research.gov covers
Research.gov spans the full award lifecycle:
- Pre-award: proposal preparation, compliance validation against the current NSF PAPPG requirements, and electronic submission by an institution’s authorized organizational representative (AOR).
- Review: NSF’s Proposal Evaluation System (PES), the Research.gov-based replacement for FastLane’s Interactive Panel System (IPS), supports merit review panel operations.
- Post-award: annual and final project reports, project outcomes reports, no-cost extension requests, and other routine award actions that previously required paper forms or FastLane’s older post-award modules.
Relationship to FastLane
FastLane was NSF’s original online system for proposal and award administration. Research.gov began operating in parallel with FastLane starting in 2018, giving proposers a choice of system for many proposal types while NSF migrated functionality incrementally rather than in a single cutover. Over time, NSF has designated specific proposal types as Research.gov-only: for example, NSF’s SBIR/STTR programs no longer accept FastLane submissions, and PES replaced IPS for merit review NSF-wide in FY2024. Some FastLane functions remain in limited use for proposal types NSF has not yet migrated, which is why institutions may still reference both systems in the same funding cycle. Program solicitations and the PAPPG specify, proposal type by proposal type, whether Research.gov, FastLane, or Grants.gov is the required or permitted submission route — research administrators should confirm the current requirement for each specific solicitation rather than assume Research.gov is universally mandatory.
Why it matters for research administration
Because Research.gov is where NSF post-award compliance actions actually happen — annual reporting, final reporting, no-cost extensions, and other award modifications — sponsored programs offices treat it as core infrastructure alongside NIH’s eRA Commons, which serves the equivalent post-award function for NIH awards. Missing a Research.gov-based reporting deadline can affect an institution’s compliance standing with NSF independent of the underlying research progress. Related NSF mechanisms administered or referenced through Research.gov and the PAPPG include the NSF GRFP and awards announced via an NSF Dear Colleague Letter (DCL).
