What xTrain replaced

Before 2011, institutions appointed and terminated trainees on NIH training and fellowship awards using paper forms: the PHS 2271 Statement of Appointment and the PHS 416-7 Termination Notice. What xTrain actually does

xTrain functions as the electronic front end for two specific document types, plus a reference document that still travels outside the system:

• PHS 2271 — Statement of Appointment. Filed to appoint a trainee to an award for the first time, to re-appoint them into a subsequent budget period, or to amend an existing appointment (for example, a change in the trainee’s stipend level or appointment dates).
• PHS 416-7 — Termination Notice. Filed when a trainee’s participation on the award ends — whether because they completed the full training period or left the position early — and is what formally closes out that individual’s appointment record and starts the clock on Kirschstein-NRSA payback-obligation tracking where applicable.
• PHS 6031 — Payback Agreement. Available to download and print from within xTrain for trainees subject to the NRSA payback service obligation, but this specific form is still submitted by postal mail rather than electronically through the system.

Program directors/principal investigators, institutional business/grants administrators, and the trainees themselves all have defined roles inside xTrain — a PI or administrator typically initiates an appointment or termination, the trainee reviews and certifies their own portion, and the institution’s Signing Official gives the final institutional sign-off before the form reaches NIH. On the agency side, NIH program and grants management staff review, accept, reject, or place submissions on hold, and the system validates data at each stage, flagging errors that must be corrected before a form can move forward.

Which award mechanisms use it

xTrain transactions apply to:

• Institutional research training grants — most prominently T32 institutional training grants (with the documented exception of the T34 undergraduate mechanism, which is handled differently).
• Institutional career development awards.
• Individual Kirschstein-NRSA fellowships — F31 (predoctoral), F32 (postdoctoral), plus F30 and F33.
• Research education awards (the R25 mechanism and similar).

A standard research-project grant with no named trainee slots — an R01, for instance — carries no xTrain obligation at all; xTrain exists specifically for the trainee-appointment lifecycle these training and fellowship mechanisms require, not for research grants generally.

Why this matters for research administration

Because appointment and termination status in xTrain is what NIH uses to track who is actively supported on a training or fellowship award at any given time, timely and accurate xTrain filings are a recurring compliance dependency for sponsored-programs and grants offices: a new trainee generally cannot draw a Kirschstein-NRSA stipend until their PHS 2271 has been accepted, and a departing trainee’s record is not properly closed — with payback-obligation tracking not properly triggered — until the PHS 416-7 has been filed and accepted. Because xTrain access is itself governed by the same institution-mediated eRA Commons account structure described in CASRAI’s eRA Commons Roles entry, a new trainee typically also needs an eRA Commons ID created for them (often via a PI-initiated invitation through xTrain itself) before an appointment can even be submitted.
