NRSA (National Research Service Award)

An award is an NRSA (National Research Service Award, formally the Ruth L. Kirschstein NRSA) if it is made under the statutory authority created by Title I of the National Research Act of 1974 (Public Law 93-348) to support predoctoral or postdoctoral research training rather than to fund a specific research project directly. Editorial commentary

NRSA stands for National Research Service Award — since 2001 formally the Ruth L. Kirschstein National Research Service Award, renamed in honor of the NIH scientist and former NIGMS director. It is not a single grant mechanism but a statutory program: a family of NIH research-training award types, all created under the same legal authority, all built around the same stipend-based support model, and all governed by a shared set of NIH-wide policies (eligibility, stipend levels, payback) that individual Institutes and Centers layer their own funding-opportunity specifics on top of.

Statutory origin

NRSA traces to Title I of the National Research Act of 1974 (Public Law 93-348), the same statute whose Title II created the modern IRB system. Title I authorized NIH (and the former ADAMHA) to make research-training awards to support the supply of qualified biomedical, behavioral, and clinical research investigators — the statutory basis for every T- and F-series NRSA mechanism in use today.

The two-part award-type taxonomy: institutional (T) vs individual (F)

Every current NRSA mechanism falls into one of two structural families:

Institutional NRSA awards (T-series)

An institution, department, or program — not an individual trainee — applies for and holds an institutional NRSA (most commonly T32, plus related mechanisms like T90 and TL1). The program director is the grant’s PD/PI of record. NIH funds a set number of training positions (“slots”); the program then runs its own internal process — application, interview, committee review — to select and appoint individual trainees into those slots each budget period. The trainee is never the PD/PI on a T-series award; their relationship to NIH runs through the awardee institution.

Individual NRSA fellowships (F-series)

The trainee or fellow applies directly to NIH as the award’s own PD/PI, in partnership with a named faculty sponsor and an individualized research-training plan. The main individual mechanisms are:

  • F31 — predoctoral, dissertation-research stage, single-degree (PhD or equivalent) students.
  • F30 — predoctoral, but for dual-degree students (e.g., MD/PhD) who need support spanning both dissertation research and clinical training; carries a higher tuition cap and a longer aggregate support limit than F31.
  • F32 — postdoctoral, for individuals who already hold the doctorate, typically training at an institution other than where they earned it.

Support structure: stipend, not salary

NRSA trainees and fellows receive a fixed stipend — a training allowance published annually by NIH notice — plus, depending on career stage, allowances for tuition/fees and institutional/trainee-related expenses. This is structurally different from a research-grant budget, where personnel costs are salary charged as direct costs against the PI’s negotiated rate. The payback service obligation

Postdoctoral NRSA support — whether received institutionally (T-series) or individually (F32) — carries a service payback obligation for the first 12 months of postdoctoral NRSA-supported training. Any 13th and subsequent months of postdoctoral NRSA support pay back that obligation month-for-month. The obligation can also be discharged, month for month, through an equivalent period of health-related research, health-related research training, or health-related teaching (or a combination), averaging at least 20 hours per week over a full work year. Predoctoral NRSA recipients (T32 predoctoral trainees, F30, F31) incur no payback obligation at all — the payback requirement is specific to postdoctoral NRSA support. Recipients document the obligation on PHS Form 6031 (the NRSA Payback Agreement), tracked institutionally through xTrain even though the signed agreement itself is still filed by mail.

A research administrator managing a lab’s portfolio should treat NRSA awards as a distinct compliance track from R-series funding: different eRA Commons workflows (appointments and terminations run through xTrain rather than standard progress reporting alone), different aggregate support-year ceilings across the F30/F31/F32/T32 family, and the payback obligation itself, which has no equivalent anywhere in the R-series.

Is a K99/R00 an NRSA?
