To sell medical supplies to the federal government, register the business in SAM.gov, confirm your products fit a Veterans Affairs (VA) Federal Supply Schedule, and send VA a complete offer. This guide covers the seller side of that path, in the order a supplier does it. Facts below come from the VA, SAM.gov and acquisition.gov pages listed under Sources, checked on 2026-11-01.
Which federal channel fits medical supplies?
Short answer: medical supplies are sold to federal buyers mainly through the VA Federal Supply Schedule (FSS). The Veterans Affairs Acquisition Regulation (VAAR) 808.402(a) states that GSA has delegated authority to the VA to procure medical equipment, supplies, services and pharmaceuticals, and that the VA FSS includes medical supplies in Federal Supply Classification (FSC) Groups 65 and 66.
GSA schedule medical supplies: what the delegation means
Suppliers often search for a “GSA schedule” for medical supplies. Because of that delegation, medical schedule offers are made to the VA. The VA’s FSS Service administers nine multiple award schedules covering medical, surgical and dental equipment, supplies, pharmaceuticals and services, with FSC 65, 66 and 621. Check which schedule your product class belongs to before you start. For how the schedule works from the buyer side, see the Federal Supply Schedule guide; for when buyers use a schedule instead of open-market buying, see GSA schedule vs open-market purchasing. Federal schedule buying sits within FAR Part 8.
How do I register in SAM.gov?
Short answer: create a SAM.gov account (sign-in goes through Login.gov), then complete the entity registration. SAM.gov assigns your Unique Entity ID (UEI) as part of registration, and you must renew the registration every 365 days to keep it active. SAM.gov offers a downloadable checklist of what to prepare. A UEI-only registration needs the legal business name and physical address.
VA lists “Get Registered and Certified” as a step in its contractor responsibilities for schedule holders, so treat an active registration as the starting condition, not a final step. For what the system is and what it holds, see SAM.gov (System for Award Management).
What you need
- An active SAM.gov registration with a Unique Entity ID, renewed every 365 days.
- Products that fit the Special Item Numbers (SINs) of a VA schedule, and pricing and terms that can compete.
- The base solicitation package for the schedule you chose, current revision.
Steps: how to get on the VA schedule
Short answer: confirm fit, get the right solicitation package, and submit a complete offer. VA states that offers are accepted continuously, so there is no fixed application window.
- Check that your products fit a schedule. Before applying, VA asks you to confirm that your products fit a schedule’s SINs and that your pricing and terms can compete. The VA FSS Help Desk can confirm eligibility.
- Get the solicitation documents. Each schedule has a base solicitation number and a revision. A complete zip of the required documentation for each schedule can be downloaded from SAM.gov.
- Prepare the offer. Email it to the FSS offers address given on the VA FSS Service page (FSSOffersandExtensions at va.gov), with the subject line format “FSS – Offer – Schedule ID – Company Name – 1 of #”. The size limit is 40 MB. Use Word, PDF or Excel files; VA does not accept CDs, drives or zip files.
- Sign correctly. Signatures must be digital; scanned wet signatures are accepted. The SF-1449 signature date may be no earlier than 10 calendar days before you submit, or the offer is returned.
What can go wrong
- The SF-1449 is dated more than 10 calendar days before submission, so VA returns the offer.
- The email exceeds 40 MB, or files are sent as zip files or on physical media, which VA does not accept.
- The SAM.gov registration lapses because the 365-day renewal was missed.
- Products do not fit the SINs of the schedule chosen; the VA FSS Help Desk can confirm eligibility before you invest in an offer.

When to get professional help
For eligibility questions, start with the VA FSS Help Desk named on the VA FSS Service page. Contract terms, pricing clauses and regulatory questions about your own products are matters for a government-contracts attorney or your regulatory advisor.
