NIH’s Common Forms rollout had two distinct dates, and the difference between them matters for anyone who submitted an application in the first few months of 2026 without noticing anything break. The Common Forms requirement — a SciENcv-generated Biographical Sketch, a separate NIH Biographical Sketch Supplement, and a SciENcv-generated Current and Pending (Other) Support form, each carrying an ORCID iD linked to the applicant’s eRA Commons account — became required for due dates on or after January 25, 2026 (NIH Guide Notice NOT-OD-26-018). But for the following three-and-a-half months, non-compliant submissions triggered only a system warning, not a block. That leniency period, extended once by NOT-OD-26-033, ended May 7, 2026. Starting May 8, 2026, per NIH Guide Notice NOT-OD-26-079, the same validation checks became hard errors: eRA now stops any application, Just-in-Time submission, Research Performance Progress Report, or Prior Approval request that fails Common Forms validation, rather than merely flagging it.
What actually changed on May 8, 2026
Nothing changed about what the Common Forms require — that was already fixed as of the January 25, 2026 effective date. What changed is enforcement mechanics: eRA Commons/ASSIST validation logic that previously produced a warning banner (submission still went through) now produces a blocking error (submission cannot be completed) when a Biographical Sketch, Current and Pending (Other) Support form, or Biographical Sketch Supplement fails to meet Common Forms requirements. NOT-OD-26-079 ties the May 8 date to the final AIDS standard receipt date for Cycle 1, which is also when the extended leniency window from NOT-OD-26-033 ran out.
What the Common Forms require
The Common Forms are a cross-agency template originally developed under NSPM-33/OSTP guidance and the NSTC Joint Committee on the Research Environment, adopted earliest by NSF (mandatory since October 23, 2023) and, later and on a slower timeline, by NIH. For NIH applicants, three documents are affected:
- Biographical Sketch (Common Form, Part 1) — Identifying Information, Organization and Location, Professional Preparation, Appointments and Positions, and Products (up to five most-related plus up to five other significant products), generated in SciENcv. This replaces NIH’s older narrative Sections A–D format (Personal Statement, Positions and Honors, Contributions to Science) that had been in use since 2015.
- NIH Biographical Sketch Supplement (Part 2) — the Personal Statement, Honors, and Contributions to Science content that no longer lives in Part 1, prepared as its own separate document.
- Current and Pending (Other) Support — also SciENcv-generated, covering all active and pending research support, in-kind contributions, and affiliations, with the same Common Form structure NSF has used since 2023.
Every one of these forms carries a Persistent Identifier field, and for NIH that field must be populated with an ORCID iD that is linked to the applicant’s eRA Commons account. NIH does not allow this linkage to be delegated to grants administration staff — each Senior/Key Personnel member has to connect their own ORCID iD to their own eRA Commons Personal Profile. Why submissions actually get rejected
Per NIH’s own guidance referenced in NOT-OD-26-079, the great majority of Common Forms validation failures trace back to three causes, not to the content of the forms themselves:
- The investigator has not linked their ORCID iD to their eRA Commons account at all.
- The ORCID iD and eRA Commons account are linked to each other, but not both connected through to the investigator’s SciENcv account — SciENcv needs its own successful connection to both before it can embed a valid Persistent Identifier in the generated PDF.
- The biosketch or Current and Pending Support PDF was downloaded from SciENcv during a stale browser session, so the exported file is missing the metadata eRA’s validation logic checks for — visually the document looks fine, but it fails the automated check anyway.
None of these are content errors in the traditional sense — they’re account-linkage and export-freshness problems, which is exactly why they’re easy to have sitting unresolved on a profile that hasn’t touched a new application since before January 2026, and exactly why they now stop a submission outright instead of producing a warning someone might have skimmed past.
The notice timeline
Three NIH Guide notices, issued in sequence over about three months, define the current state:
- NOT-OD-26-018 — established the Common Forms requirement itself, effective for due dates on or after January 25, 2026.
- NOT-OD-26-033 (issued February 4, 2026) — extended the initial warning-only leniency period through May 7, 2026.
- NOT-OD-26-079 (issued April 21, 2026) — announced that system validations would switch from warnings to hard errors on May 8, 2026, and flagged the three most common causes of validation failure above.
NIH and SciENcv also deployed a supporting system update on April 22, 2026 allowing entry of zero person-months of effort for proposed/active projects and in-kind contributions on the Current and Pending (Other) Support form — a gap in the form that had been generating its own unrelated validation friction.
What research administrators should check now
For any application, JIT response, RPPR, or prior-approval request with a due date on or after May 8, 2026, confirm for every Senior/Key Personnel member listed:
- Their ORCID iD is linked to their eRA Commons Personal Profile.
- Their SciENcv account shows successful connections to both eRA Commons and ORCID — not just one or the other.
- Any biosketch or Current and Pending Support PDF was generated fresh from a current SciENcv session, not pulled from a stale download or an older saved copy from before the account linkages were completed.
Because the linkage step cannot be delegated, the most reliable process is a proactive check-in with each Senior/Key Personnel member well before a submission deadline, rather than discovering a blocked ORCID/eRA Commons link at the point of submission.
