Software Heritage, the universal archive of software source code, marked its 10th anniversary on January 28, 2026, with a symposium and summit hosted at UNESCO headquarters in Paris. The event combined a milestone celebration with two concrete developments: formal recognition of the Software Heritage Archive as a Digital Public Good (DPG), and a new preservation partnership with the Sovereign Tech Agency. A decade of preserving source code
Software Heritage was launched in 2016 by Inria with the stated mission of collecting, preserving, and making accessible the source code of all software that is publicly available. A decade on, the archive reports covering more than 27 billion unique source files across roughly 421 million projects pulled from GitHub, GitLab, Bitbucket, PyPI, Debian, and many other forges and package indexes, ingesting new material at an average rate of about 1.3 projects per second. The project’s identifier scheme, the Software Hash IDentifier (SWHID), which lets any archived file, directory, or revision be cited and retrieved independently of the forge it came from, received formal ISO/IEC international standard designation (ISO/IEC 18670) in 2025.
What UNESCO Digital Public Good status means
On January 21, 2026, the Digital Public Goods Alliance (DPGA) — a UN-endorsed multi-stakeholder initiative — recognized the Software Heritage Archive as meeting all nine indicators of its Digital Public Good standard, covering open licensing, adherence to standards, “do no harm” data practices, and relevance to the UN Sustainable Development Goals. In practice, DPG recognition is a public, criteria-based attestation rather than funding or regulatory authority: it signals to governments, funders, and infrastructure builders that a resource is open, well-governed, and safe to build on as shared digital infrastructure, in the same spirit as recognitions previously given to projects like OpenStreetMap data or DHIS2.
At the January 28 symposium, Tawfik Jelassi, UNESCO’s Assistant Director-General for Communication and Information, announced a renewed collaboration between UNESCO, Inria, and Software Heritage: a five-year program centered on digital public goods and the preservation of source code as, in Jelassi’s framing, part of humanity’s shared documentary heritage.
The Sovereign Tech Agency partnership
Also announced at the summit was a new collaboration between Software Heritage and the Sovereign Tech Agency (the German government-backed entity that funds open-source infrastructure maintenance through the Sovereign Tech Fund). The partnership commits to systematically archiving the critical open-source projects that Sovereign Tech Fund grants support, making long-term, independently verifiable preservation a standard part of how that funding stream treats the software it backs, rather than a one-off or after-the-fact step. Software Heritage staff also joined a Sovereign Tech Agency-convened “Maintainathon” as part of the same week of events, working directly with maintainers on using and contributing to the archive.
Other commitments from the anniversary week
- Chan Zuckerberg Initiative funding. CZI announced $15 million toward stabilizing open science infrastructure, aimed at supporting maintainers of foundational scientific-computing libraries such as Python, R, and Julia dependencies.
- New mirror. Spain joined the Software Heritage distributed mirror network via the IMDEA Software Institute, adding to existing mirrors in Italy and Greece, with a German mirror described as forthcoming.
- Museum partnerships. Software Heritage signed memoranda of understanding with the Computer History Museum (Mountain View, California) and the Deutsches Museum (Munich) around preserving and presenting the history of source code.
- Public exhibition. A source-code exhibition was announced to open to the public at the Cité des Sciences et de l’Industrie in Paris in March 2026, with free admission.
Why this matters for research data management
For research administrators and data stewards, the practical significance is less the anniversary itself than what DPG status and the Sovereign Tech Agency deal signal about software as a first-class, citable research output. Funders and infrastructure programs increasingly expect that code underlying a publication or a funded project remains retrievable years after the original repository or maintainer is gone — the same logic that drives data management plan requirements for datasets. A DPG-recognized, ISO-standardized archive with an independent, UN-endorsed governance attestation gives institutions a stronger basis for pointing to Software Heritage (via a SWHID) in software citation and preservation policy, rather than relying solely on platform-specific archival such as a single forge’s own long-term guarantees.
