The Southern Ocean is changing faster than scientists can reliably track it. Sea ice is declining, the West Antarctic Ice Sheet is losing mass, and the deep-water formation that drives global ocean circulation is slowing — yet the observations needed to understand these shifts remain scattered across dozens of national programmes, research vessels, and monitoring buoys with no shared coordination. A new EU-funded project called SYNCHRONY is setting out to fix that gap, not by collecting more data alone, but by building the infrastructure to make existing and future ocean data actually work together.
A consortium built to solve a coordination problem
SYNCHRONY launched on 1 August 2026 with roughly €8.5 million in European Union funding committed over four years. According to the British Antarctic Survey (BAS), which announced the UK’s involvement on 31 July 2026, the project brings together 27 research institutions from around the world under the coordination of the Alfred Wegener Institute (AWI) in Germany.
That scale is the point. Southern Ocean and Antarctic research has long been an international patchwork: individual countries fund their own expeditions, deploy their own sensors, and manage their own archives, but no single system stitches those observation streams into a coordinated, sustained network. SYNCHRONY is explicitly designed as a research-data-infrastructure project as much as an oceanographic one — its job is to consolidate fragmented monitoring efforts into an observing system that scientists and policymakers can actually rely on for prediction, not just retrospective analysis.
As Dr Nadine Johnston, a marine ecologist at BAS, put it: “SYNCHRONY will help build the coordinated and sustained observing system we need to better understand and track these changes.”
Who’s involved
The UK brings five participating organisations to the consortium:

- University of Edinburgh
- University of Southampton
- Scientific Committee on Antarctic Research (SCAR)
Beyond Europe, the Korea Polar Research Institute (KOPRI) is taking part as the consortium’s sole participant from Asia — a detail that underscores how far the project’s coordination ambitions extend beyond the traditionally dominant European and North American polar-research players. In total, 27 institutions across multiple continents are contributing observational capacity, modelling expertise, and data-management infrastructure to the effort.
Plugging into bigger international efforts
SYNCHRONY is not a standalone initiative. It is designed to feed directly into larger international frameworks that will shape polar science for the next decade. The project connects to the United Nations Decade of Ocean Science for Sustainable Development (the UN Ocean Decade), and its outputs are intended to lay groundwork for the 5th International Polar Year, planned for 2032/33 — a once-a-decade global push for coordinated polar research that has historically driven major advances in how nations share data and infrastructure across borders.
That positioning matters for the research-administration and data-infrastructure community specifically. International Polar Years have repeatedly forced the development of new standards for data sharing, metadata, and interoperability among institutions that otherwise operate independently. A project like SYNCHRONY, funded and structured well ahead of the 2032/33 milestone, is effectively building some of that connective tissue early — establishing the governance and technical scaffolding that a 27-institution consortium needs before the next global polar research push arrives.
Why coordinated ocean-observing infrastructure matters
The scientific stakes are significant on their own: the Southern Ocean absorbs a disproportionate share of the heat and carbon dioxide generated by human activity, and its circulation patterns influence weather and sea-level trends worldwide. But the SYNCHRONY story is also a case study in a challenge familiar to anyone who works in research data management — scattered, institution-specific data streams that are individually valuable but collectively underused because they were never designed to interoperate.
Building a “coordinated and sustained observing system,” in Johnston’s words, means agreeing on shared standards for how ocean data is collected, formatted, archived, and made discoverable across 27 institutions and multiple national funding systems. That is a research-infrastructure problem as much as a climate-science one, and it is one of the clearer recent examples of a large, multi-year, EU-funded programme built specifically to solve it at ocean-basin scale.
What comes next
With funding secured through 2030, SYNCHRONY’s early work will focus on establishing the shared observational and data protocols that let its 27 member institutions contribute to — and draw from — a single coordinated picture of the Southern Ocean. The project’s ties to the UN Ocean Decade and the upcoming International Polar Year suggest its infrastructure choices now could shape how polar ocean data is managed well beyond the life of the grant itself.
