Editorial commentary
The Australian Research Data Commons (ARDC) is Australia’s national research data infrastructure organisation. It is a not-for-profit company, established on 1 July 2018 by combining three earlier NCRIS-funded programs: the Australian National Data Service (ANDS), Nectar (the National eResearch Collaboration Tools and Resources project), and Research Data Services (RDS). ARDC operates through three lead agent institutions — Monash University, the University of Melbourne, and the University of Queensland — and is funded principally through the Australian Government’s National Collaborative Research Infrastructure Strategy (NCRIS), the same funding mechanism behind Australia’s other national research infrastructure facilities.
ARDC’s role is infrastructure provision at national scale, not research funding: it builds and operates shared platforms, data collections, compute and skills programs that individual universities and research groups draw on rather than duplicate, and it represents Australia in international research-infrastructure federations such as the Research Data Alliance (RDA).
Role in the identifier ecosystem
Within CASRAI’s persistent-identifier scope, ARDC is best known as the steward of RAiD (Research Activity Identifier), the project-level identifier later formalised as the international standard ISO 23527. RAiD identifies a research activity or project itself — rather than a person (ORCID), an organisation (ROR), or an output (DOI) — and accumulates links to those other identifiers as a project proceeds. ARDC also contributes to broader PID strategy work in Australia, alongside its data-platform and skills-training remit, making it a counterpart — not a competitor — to identifier registries like ORCID, ROR, and DataCite: ARDC funds, coordinates, and in RAiD’s case builds infrastructure, rather than issuing identifiers for every scheme itself.
How ARDC compares to peer national bodies
ARDC is one of several national research-data infrastructure organisations that emerged from funder strategy in the 2010s (see CASRAI’s national data infrastructure entry for the general pattern). It is useful to distinguish ARDC from its closest overseas counterparts by structure, not just by name:
- Germany’s NFDI (Nationale Forschungsdateninfrastruktur) is organised as roughly two dozen discipline-specific consortia funded jointly by federal and state government, rather than a single operating company; ARDC is a single national body with a broader, cross-domain remit.
- The UK has no single ARDC-equivalent body — national PID and data-infrastructure coordination is split across organisations such as Jisc (which leads the UK’s ORCID and DataCite consortia and coordinated the UK National PID Strategy) and UKRI’s constituent research councils, rather than one combined infrastructure operator.
- The US likewise has no single national counterpart; equivalent functions are distributed across agency-specific data commons (e.g. the NIH’s Genomic Data Commons), university consortia, and non-profits, without one NCRIS-style umbrella funding mechanism or organisation.
ARDC’s combination of one legal entity, one government-strategy funding line (NCRIS), and direct operational stewardship of a now-international PID standard (RAiD) is relatively distinctive among these peers.
