Editorial commentary

Export controls in the US are governed primarily by the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR), with parallel regimes in the EU, UK, Japan, and other jurisdictions. Research that meets the fundamental research exemption is generally not export-controlled, but proprietary, contractual, or national-security-restricted research can fall under controls. Institutions maintain export control offices to provide jurisdictional determinations, licence applications, and technology control plans.
