Editorial commentary

In the US NIH framework, a foreign component is defined as the performance of a significant scientific element or segment of a project outside the United States, whether or not grant funds are expended. Disclosure is required at application and during the project lifecycle when material changes occur. The concept extends beyond financial transactions to encompass intellectual contributions, in-kind resources, and access to facilities abroad. Failure to disclose foreign components is a frequent finding in research integrity investigations.
