ASSIST (Application Submission System & Interface for Submission Tracking) is a free, web-based system operated by NIH’s Electronic Research Administration (eRA) that institutions and their personnel can use to prepare, submit, and track NIH grant applications. It sits between eRA Commons and Grants.gov in the application-submission pipeline: users authenticate with an existing eRA Commons account, ASSIST pre-populates application data from Commons profiles where possible, and completed packages are transmitted through Grants.gov to NIH.
Where ASSIST fits among NIH’s submission routes
An institution generally has three ways to get an application to NIH electronically: NIH’s own ASSIST system, commercial or institutionally built system-to-system (S2S) software (products such as Cayuse, InfoEd, or ProposalCentral), or, less commonly, working directly in Grants.gov Workspace. All three routes ultimately submit through Grants.gov and are validated against the same NIH and Grants.gov business rules; ASSIST is simply NIH’s own tool for doing so, offered at no cost, as an alternative to buying or maintaining separate S2S software. NIH explicitly recommends or, for some complex multi-project application types, effectively requires ASSIST because commercial S2S vendors have historically had incomplete support for multi-project forms.
How ASSIST differs from eRA Commons and Grants.gov
ASSIST is easy to confuse with the two systems it connects, but each has a distinct, non-overlapping job in the NIH award lifecycle:
- Grants.gov is the government-wide portal used by roughly two dozen federal grant-making agencies (not just NIH) to publish funding opportunities and receive validated application packages. It is submission infrastructure shared across agencies, not NIH-specific.
- ASSIST is NIH’s own front-end tool for preparing an application and routing it through Grants.gov — it is one specific way of reaching Grants.gov, used only for NIH (and some other Public Health Service) applications, not a replacement for Grants.gov itself.
- eRA Commons is NIH’s system of record for everything after submission — status tracking, Just-in-Time (JIT) requests, RPPR progress reports, no-cost extensions, and closeout. ASSIST feeds a submitted application into Commons for that post-award lifecycle but does not itself perform any post-award function.

Who can do what in ASSIST
Access to ASSIST runs through eRA Commons credentials: any individual with an eRA Commons account — a PI, co-investigator, or research administrator — can log in, enter data, and build out an application package. Editing and data-entry access can be delegated to multiple users inside and outside the submitting organization, which supports the collaborative, multi-contributor way most applications actually get assembled. Final submission authority, however, is restricted: only a Signing Official (SO) can submit a completed application from ASSIST to Grants.gov on the institution’s behalf, mirroring the same institutional-authorization control eRA Commons uses elsewhere.
What ASSIST checks before submission
Before a package can be submitted, ASSIST runs pre-submission validation against NIH’s and Grants.gov’s business rules, which is intended to catch structural and completeness errors — missing required forms, budget inconsistencies, formatting problems — before the package ever reaches Grants.gov, reducing the risk of a late-stage rejection close to a submission deadline. ASSIST also supports importing subaward budget data and copying application content across related funding opportunities, which is useful for institutions resubmitting or adapting an application for a companion announcement.
When institutions use ASSIST instead of S2S software
Because ASSIST is free and maintained directly by NIH, some institutions use it for every NIH submission rather than licensing separate S2S software. Others use S2S software as their default and turn to ASSIST specifically for application types their S2S vendor does not fully support — multi-project mechanisms such as Program Project/Center Grants (P01, P50, and related activity codes) are the case NIH’s own documentation calls out most often, since assembling multiple component projects and cores into one package has historically been an area where commercial S2S tools lag ASSIST’s native support.
