Publish

Scope note: “publish” is a common English word with an ordinary dictionary meaning — to make something publicly available. This entry covers only its specific meaning within scholarly publishing, where the word describes a bundle of distinct processes, not a single action.

In a scholarly-publishing context, to publish a work involves, at minimum: scholarship and writing (producing the manuscript itself); certification, most commonly via peer review, that the work meets a publication venue’s standards; registration, the formal act of assigning the work a fixed, citable place in the scholarly record (typically publication in a journal, conference proceedings, or another recognised version of record); dissemination, making the work known to and accessible by its intended readers; and archiving, ensuring the work remains available and discoverable over time. A work can satisfy some of these without satisfying all of them — a preprint is disseminated and registered with a timestamp but has not been certified by peer review; an internal report may be disseminated within an organisation without being registered in the wider scholarly record at all — which is why “is this published?” often needs a more precise answer than yes or no in a research-administration context (grant reporting, promotion review, and REF/RAE-style assessment each apply their own definition of what counts).

The broader act of making work publicly available, short of formal publication in this sense, is generally referred to as dissemination rather than publication.
