ORI (US Office of Research Integrity)

The US federal office within the Department of Health and Human Services that oversees and monitors investigations of research misconduct involving Public Health Service-funded research. A case is in ORI's jurisdiction if PHS funds (NIH, CDC, FDA, etc.) supported the research at issue.

Editorial commentary

ORI operates under 42 CFR Part 93, which defines misconduct as fabrication, falsification, or plagiarism (FFP) and sets the procedural framework (inquiry, investigation, findings, administrative actions). ORI does not itself conduct investigations of first instance; awardee institutions do. ORI reviews institutional findings, publishes case summaries in the Federal Register, and can impose administrative actions including funding debarment. ORI also issues guidance and supports RCR training.
