Editorial commentary
SciELO was created by FAPESP (Sao Paulo) and BIREME and now spans roughly 16 national collections. Member collections evaluate journals against shared quality criteria and host them under a common technology and indexing platform. SciELO has been a pioneer in OA, structured JATS XML publishing, open peer review pilots, preprint integration and bibliometric services for Global-South scholarship. It is widely cited as a model for sustainable, community-led, multilingual scholarly publishing infrastructure.
