The honest answer is: it depends entirely on which funder’s requirement applies, and how the researcher’s own institution has chosen to structure delivery. NIH and NSF set genuinely different baselines — NIH mandates a specific minimum number of contact hours and a recurring cadence; NSF mandates none — and institutions then build their actual training programs on top of whichever baseline (or both) applies to a given researcher. This guide is narrowly about the time and format question: how many hours, how often, and in what delivery format. The short answer, before the detail
For a trainee on an NIH T, F, or K award: a minimum of 8 contact hours, with a genuine face-to-face or live-discussion component, at least once during each career stage and no less often than every four years. For someone supported on an NSF award: NSF sets no minimum hour count and no format requirement at all — the institution decides, subject only to NSF confirming a training plan exists. For everyone else, the actual time commitment is whatever the home institution’s compliance office has built — commonly somewhere between 2 and 8+ hours depending on career stage and whether the institution defaults to the NIH baseline for all researchers regardless of funder.
NIH: a fixed minimum, not a suggestion
NIH’s requirement for instruction in the responsible conduct of research applies to trainees, fellows, participants, and scholars supported through NIH training, career development, research education, and dissertation research award mechanisms — in practice, the F, K, T, and R25 award families (see CASRAI’s entry on the NIH R25 grant mechanism). The current baseline traces to NOT-OD-10-019 (2009) and was reaffirmed in NOT-OD-22-055 (2022). It has three fixed components that together determine the real time commitment:
- A minimum of 8 contact hours of instruction, once during the current career stage covered by the award.
- A substantive face-to-face or live-discussion component. NIH is explicit that a plan relying solely on asynchronous online coursework does not satisfy the requirement, and that video conferencing alone (without real discussion) is not acceptable either — live, participant-faculty discussion is expected to remain a core feature.
- Recurrence: instruction is required at least once during each career stage (e.g., predoctoral, postdoctoral, faculty), and at a frequency of no less than once every four years for anyone in a covered role across multiple award periods.
Individual NIH institutes and centers (NIMH, NIAID, NCI, and others) publish their own implementation guidance layered on top of this floor, and some set expectations above the 8-hour minimum — a semester-long seminar series is explicitly cited by NIH as a model format, which in practice often runs well past 8 hours once weekly sessions are totaled across a term. A researcher should confirm the specific institute’s expectations rather than assume the government-wide 8-hour minimum is automatically the whole obligation.
NSF: no specified hours, no specified format
NSF’s Responsible and Ethical Conduct of Research (RECR) requirement, under Section 7009 of the America COMPETES Act of 2007 (and expanded by the CHIPS and Science Act of 2022 to reach faculty and senior personnel, effective for proposals due on or after July 31, 2023), works differently by design. Neither the statute nor NSF’s own Proposal & Award Policies and Procedures Guide (PAPPG) specifies a minimum number of hours, a required cadence, or a mandated delivery format. NSF requires only that the institution certify, at proposal submission, that it has a training plan covering every undergraduate, graduate student, postdoctoral researcher, and (since 2023) faculty/senior person supported on the award — and that the plan actually gets carried out.
Two practical consequences follow directly from that structure:
- Online-only training is acceptable to NSF, unlike NIH. A fully asynchronous course, including the CITI Program’s RCR/RECR modules, satisfies NSF’s requirement on its own as long as it covers the required subject matter — there is no NSF equivalent of NIH’s face-to-face mandate.
- Timing is institution-set, not funder-set. NSF does not specify when training must be completed relative to award start. Institutions commonly set their own internal deadline — often within 30 to 60 days of a covered person beginning work on the award — but that window is a local policy choice, not an NSF rule, and varies by institution.
The CHIPS Act also broadened what NSF-required training has to cover (adding mentorship and mentoring content) without adding an hours or format requirement, and separately introduced a distinct NSF Research Security Training certification (Section 10634 of CHIPS) for senior/key personnel — a different obligation from RECR content, on its own timeline. How institutions actually structure the hours
Because the two federal baselines differ so much, most research institutions don’t run two separate programs — they typically build one internal RCR/RECR structure and layer NIH’s stricter face-to-face requirement on top for the subset of researchers whose award mechanism triggers it. In practice this produces a handful of recurring patterns:
- Online module component (satisfies NSF alone, or supplements NIH). The CITI Program’s RCR course is the most widely used online option; institutional research-office pages and CITI’s own course structure commonly describe the full required-module set taking roughly 2 to 6 hours total, delivered as a series of shorter modules (each typically in the 25–35 minute range) that a learner can complete across multiple sessions rather than in one sitting. The exact total depends on how many modules a given institution requires. Online completion alone is sufficient for NSF’s requirement but never sufficient, by itself, for NIH’s.
- In-person or live-discussion component (required to satisfy NIH). Institutions meet NIH’s face-to-face mandate through formats such as a semester-long seminar series (NIH’s own cited model), a series of case-discussion workshops, department-level journal-club-style sessions, or a condensed multi-day intensive — any format built around real, live discussion between participants and faculty rather than passive content delivery. Totaled across a term, these commonly meet or exceed the 8-hour NIH floor; a condensed format still has to clear 8 hours of genuine contact time to count.
- One-time vs. recurring structure. For researchers not covered by NIH’s training-award mechanisms, many institutions still require RCR/RECR only once, typically early in a degree program or upon first NSF-funded appointment, with no mandated refresher. For anyone covered by NIH’s requirement, the four-year (or per-career-stage) recurrence is not optional — institutional tracking systems generally flag these individuals for retraining rather than leaving renewal to the researcher’s own initiative.
- Blended designs are the norm, not the exception. A common institutional pattern is an online module (covering foundational content efficiently) paired with a required in-person or live-discussion session (satisfying the interactive-engagement expectation) — letting one program structure serve both NIH-covered and NSF-covered researchers without duplicating content, while still meeting NIH’s stricter format rule for those it applies to.
Because institutions retain real discretion over format and, for non-NIH-covered researchers, over hours as well, the only way to know the exact time commitment for a specific person is to check that institution’s own RCR/RECR policy — the federal floor described above is a minimum, not a ceiling, and many institutional programs exceed it.

Does NIH’s 8-hour requirement have to happen all at once?

If someone is funded by both NIH and NSF, which requirement governs the time commitment?
Both apply independently, to the extent each funder’s award mechanism covers that person. In practice this usually means the stricter NIH requirement (8 hours, face-to-face, recurring) ends up governing the actual time commitment for anyone dually covered, since satisfying NIH’s format also satisfies NSF’s less specific requirement, but the reverse is not true — completing only an NSF-style online course does not satisfy an NIH obligation.
Does completing RCR training once satisfy the requirement permanently?
