How to Write a Research Problem Statement

A research problem statement names a specific, evidenced gap and argues why it matters — distinct from the topic, research question, and hypothesis. This guide covers its structure, how it differs from adjacent concepts, and common mistakes.

A research problem statement is the paragraph (or short section) of a proposal, thesis, or grant application that names a specific, evidenced gap, contradiction, or unresolved issue — and argues why it matters enough to justify the study. It is not the topic (“adolescent social media use”), not the research question (“does daily social media use predict adolescent anxiety?”), and not the hypothesis (“adolescents who use social media more than three hours daily will report higher anxiety scores than those who use it less”). It is the piece of writing that comes before all three: the case for why any of that work needs to happen at all. This guide covers what a problem statement actually does, its typical structure and components, how it differs from the research question and hypothesis that follow it, and the mistakes that most often get one sent back for revision.

What a research problem statement is

Operationally, a problem statement does three things at once:

  • Names a specific problem — a gap in knowledge, an unresolved contradiction in prior findings, a practical issue without an adequate solution, or a population/context the existing literature hasn’t addressed. “Not enough is known about X” is a starting point, not a finished problem statement; a working one says what, specifically, is missing and how the writer knows that.
  • Grounds that claim in evidence — a problem statement cites the literature, data, or documented practice gap that establishes the problem is real, not simply asserted. This is usually the most heavily cited paragraph in an introduction.
  • Establishes why it matters — the consequence of leaving the problem unaddressed, for a field, a population, a policy, or a practice. This is what separates a problem statement from a mere observation.

A text passage counts as a genuine problem statement when a reader who has never seen the rest of the proposal could answer, from that passage alone, three questions: what specifically is missing or wrong, how do we know, and why should anyone care. If any one of those three is absent, what’s on the page is background context, not yet a problem statement.

Where it sits in a proposal or thesis

The problem statement is almost always the pivot point of an introduction: background and context lead into it, and it in turn leads out into the research question(s), objectives, and — in quantitative work — the hypothesis. In a full proposal or dissertation introduction, the typical sequence is background → problem statement → purpose statement → research question(s)/objectives → (for quantitative designs) hypothesis → significance. Not every document uses all of these as separate labeled sections — some proposal templates fold the purpose statement into the problem statement, or state objectives instead of a hypothesis — but the underlying logical progression, from “here is what’s wrong or missing” to “here is exactly what I will investigate,” holds across formats. Typical structure and components

Research-methods guidance (university writing centers and standard research-methods texts converge on broadly the same shape, though labels vary) generally breaks a problem statement into four components, usually in this order:

  1. The context/background. A brief statement of the setting, population, or phenomenon the study concerns — enough for a reader unfamiliar with the specific literature to orient themselves. This is scene-setting, not yet the problem itself, and should stay short; a problem statement that spends several paragraphs on background before naming the problem reads as unfocused.
  2. The problem itself. The specific gap, contradiction, or deficiency, stated as directly as possible — often signaled by transition language like “however,” “despite this,” or “little is known about.” This is the core sentence or two the rest of the statement supports.
  3. Evidence that the problem is real. Citations to prior studies that either document the gap directly, or whose limitations/conflicting findings establish that the question remains open. A problem statement without citations here is an assertion, not an argument.
  4. The significance/consequence. What happens if the problem goes unaddressed — for the field’s knowledge base, for a practice or policy, or for the population affected. This is what justifies the study to a reader (or reviewer) deciding whether the work is worth funding or approving.

Some templates add a fifth element — a short deficiencies-in-the-literature statement, distinct from the general evidence in step 3, that names specifically what previous studies did NOT do (wrong population, wrong method, wrong context, outdated data) — since this is often the most direct route from “problem” to “purpose.” Funding-agency and IRB proposal templates frequently require this framing explicitly, because it is the clearest way to justify novelty to a reviewer deciding between competing proposals.

How a problem statement differs from a research question

The problem statement is a claim about the state of knowledge or practice; the research question is what the study will specifically investigate to address part of that problem. A problem statement can be a paragraph; a research question is typically a single interrogative sentence. Practically: if a sentence starts with “what,” “how,” “why,” or “does,” it’s very likely a research question, not a problem statement — a problem statement is declarative, arguing that something is missing or wrong, not asking what the answer is. One problem statement can also motivate several distinct research questions or sub-questions, particularly in mixed-methods or multi-phase studies. How a problem statement differs from a hypothesis

A hypothesis is a specific, testable, falsifiable prediction about the relationship between variables — it belongs to quantitative (and some mixed-methods) designs specifically, and it comes after the research question, not instead of the problem statement. A problem statement never predicts an outcome; it establishes that an outcome is currently unknown or contested. Qualitative studies routinely have a fully developed problem statement and purpose statement with no hypothesis at all, because the design is exploratory rather than confirmatory. How it relates to the conceptual or theoretical framework

The problem statement and the framework do different jobs and are frequently confused. The problem statement argues that a gap exists; the framework supplies the lens — an existing theory, or the researcher’s own study-specific map of concepts — through which the study will examine that gap. A problem statement can, and often should, note which theoretical lens makes the gap visible in the first place (for instance, a problem may be invisible under one theoretical framework and obvious under another), but the framework itself is developed separately, usually as its own subsection. A practical template

A serviceable starting structure, to be adapted rather than followed rigidly:

  • Context sentence(s): “[Population/phenomenon/setting] is [characteristic/trend], which matters because [brief reason].”
  • Problem sentence: “However, [specific gap/contradiction/deficiency] remains [unaddressed/unresolved/poorly understood], particularly [in this context/population/condition].”
  • Evidence sentence(s): “Prior work has [documented X but not Y / produced conflicting findings on Z / been limited to A, leaving B unexamined] (citations).”
  • Significance sentence: “Without [addressing this gap], [consequence for the field/practice/population] — this study addresses that gap by [one-sentence preview of purpose, which typically becomes its own purpose statement].”

This is a compression aid, not a formula to fill in mechanically — a problem statement built strictly from four generic sentences without real argumentative connective tissue between them tends to read as a template, which is itself one of the common mistakes below.

Common mistakes

  • Stating a topic instead of a problem. “This study examines telehealth adoption in rural clinics” describes a topic; it doesn’t say what’s wrong, missing, or contested about telehealth adoption in rural clinics. A reader should be able to identify the actual deficiency, not just the subject area.
  • Asserting the gap without evidence. “Little research has examined X” needs a citation trail showing what research does exist and why it falls short — otherwise it reads as an unsupported claim a reviewer can simply doubt.
  • Conflating the problem with the solution. A problem statement that already states the proposed intervention or expected finding (“this study will show that X improves Y”) has smuggled a hypothesis or purpose statement into a section that should still be establishing why the question is open.
  • Making the problem too broad to be addressed by the actual study. A gap framed at the scale of “climate change” or “the opioid crisis” isn’t credibly closed by a single study; the significance section should scale to what the specific study can actually contribute, not to the entire societal problem it’s adjacent to.
  • Omitting the significance/consequence. Establishing that a gap exists is necessary but not sufficient — reviewers and committees also need to know why it’s worth the resources being requested to close it.
  • Burying the problem statement in extended background. Several paragraphs of general context before the actual problem sentence makes the core argument hard to find; the problem itself should typically appear within the first paragraph or two of the introduction.
  • Writing it in isolation from the rest of the introduction. A problem statement that doesn’t logically connect to the purpose statement and research question that follow it — different scope, different population, different framing — signals to a reader that the document was assembled piecemeal rather than argued through.

Frequently asked questions

How long should a research problem statement be?

There’s no fixed length requirement across disciplines or funders — a problem statement can run from a tight paragraph to a full page in a dissertation introduction — but it should be as short as it can be while still doing all three jobs above (naming the gap, citing evidence for it, and stating why it matters). Funding-agency templates that specify a problem-statement section (e.g., a dedicated “Significance” or “Problem” heading) usually give an explicit length or page limit; follow that first when one exists.

Is a “statement of the problem” the same as a “problem statement”?

Yes — “statement of the problem” and “problem statement” are used interchangeably across research-methods guidance and proposal templates; some institutions and disciplines prefer one term as their standard heading, but they refer to the same section and do the same job.

Does a problem statement need a hypothesis?

No. Qualitative and some mixed-methods studies have a complete problem statement and purpose statement with no hypothesis at all — a hypothesis is specific to designs that test a predicted relationship between variables.
