IACUC Training: Personnel Qualification, Species-Specific Modules, and Occupational Health Requirements

What IACUC training actually requires for personnel working with research animals: the PHS Policy IV.C.1.f mandate, species-specific and hands-on components, occupational health program enrollment, and how it differs from IRB certification.

“IACUC training” is not one course. It is a bundle of requirements — a general didactic module, species- or procedure-specific instruction, hands-on competency training, and an occupational health screening — that anyone who will handle, manipulate, or perform procedures on live vertebrate animals in research or teaching must complete and have on file before an Institutional Animal Care and Use Committee (IACUC) will approve adding them to an animal-use protocol. The regulatory basis: PHS Policy IV.C.1.f and the Guide

The training mandate is not a single federal regulation with a training curriculum attached — it is a requirement that institutions design their own program to satisfy. Two documents establish that an institution must have one:

  • PHS Policy on Humane Care and Use of Laboratory Animals, Section IV.C.1.f — administered by NIH’s Office of Laboratory Animal Welfare (OLAW), this provision requires that an institution’s Animal Welfare Assurance describe a training program for scientists, animal technicians, and other personnel involved in animal care, treatment, or use, and that the IACUC confirm personnel are appropriately qualified and trained before approving a protocol.
  • Guide for the Care and Use of Laboratory Animals (8th edition) — personnel training and qualification is one of the elements the Guide specifies as part of an institution’s animal care and use program, and PHS Policy directs institutions to build their program around the Guide. Neither document specifies exact course content, hours, or a renewal interval — those are set at the institutional level, which is why “how long is IACUC training” and “how often does it need to be renewed” genuinely do not have single federally-mandated answers. What both documents establish is the obligation itself: the IACUC cannot approve a protocol until it has confirmed listed personnel are qualified and trained for the procedures they’ll perform, and it must document how it made that determination.

The two required components: didactic training and occupational health surveillance

Institutional programs generally require two separate things before someone can be added to an animal-use protocol, and they are tracked separately because they satisfy different obligations:

  • Didactic (coursework) training — general principles of humane animal use (the 3Rs, humane endpoints, IACUC protocol requirements), plus species- or procedure-specific modules for the actual work the person will do. This is the training most people mean by “IACUC training” and is what a completion certificate documents.
  • Occupational health and safety (OHS) program enrollment — a medical/exposure-risk screening for anyone who will have direct contact with research animals, their tissues, or their housing, distinct from the coursework requirement. PHS Policy and the Guide both require institutions to maintain an occupational health program for animal-care personnel, though (as with the coursework requirement) the specific screening content is institution-designed, typically run through employee/student health services rather than the IACUC office itself.

An institution can and typically does require both before it will add someone to a protocol roster — completing the coursework does not substitute for occupational health clearance, and vice versa.

Species-specific and procedure-specific training

General coursework establishes the baseline, but PHS Policy IV.C.1.f and the Guide both direct that training be matched to the actual species and procedures a person will perform — a general “animal care and use” module is rarely sufficient on its own. In practice this means separate add-on modules or hands-on sessions for things like: rodent handling and restraint versus large-animal or USDA-covered-species handling; aseptic surgical technique for anyone performing survival surgery; anesthesia and analgesia administration; and any specialized procedure (e.g., blood collection technique, euthanasia method) specific to a given protocol. Hands-on competency is typically demonstrated to a veterinary or animal-facility staff trainer rather than assessed purely through an online module, particularly for surgical or technically demanding procedures — the didactic coursework establishes knowledge, but IACUCs generally also want documented evidence of demonstrated skill before someone performs a procedure independently.

Who needs IACUC training

Requirements are layered by role, similarly to how human-subjects training is layered by role on the IRB side:

  • Principal investigators and research staff/students listed on an animal-use protocol complete the core didactic module plus whatever species/procedure-specific training applies to their listed activities, and enroll in the occupational health program, before the IACUC will approve adding them to the protocol.
  • IACUC members (the voting committee reviewing protocols) typically complete orientation training covering the committee’s regulatory basis, protocol-review criteria, and semiannual inspection responsibilities — a different curriculum from what protocol personnel take, because members are applying the review criteria rather than just being reviewed against them.
  • IACUC administrative staff and coordinators — the office running submissions, agendas, and the semiannual program review — often pursue further professional development specific to running the committee’s operations, commonly PRIM&R’s IACUC 101 and Essentials of IACUC Administration curriculum, and some go on to the Certified Professional in IACUC Administration (CPIA®) credential, a tested, individually-held certification administered under the Council for Certification of IRB Professionals (CCIP)/PRIM&R — the animal-research-side counterpart to the Certified IRB Professional (CIP) credential described in CASRAI’s IRB Certification guide. Established in 2007, the CPIA exam runs 135 questions (120 scored, 15 unscored pretest) over three hours, with recertification every five years — longer than CIP’s three-year cycle. Like CIP, CPIA is a career credential for administrators, not a prerequisite for a PI or study team member to work with animals.

How the training is actually delivered

Most US institutions deliver the didactic component through the same infrastructure used for human-subjects and other compliance training: the CITI Program’s Animal Care and Use (ACU) course series, which includes species- and topic-specific modules (e.g., Working with the IACUC, rodent-specific modules, aseptic surgery, biomethodology by species) that institutions assign based on what a given protocol requires. NIH’s Office of Laboratory Animal Welfare (OLAW) also offers a free “Working with the IACUC” online tutorial aimed at orienting investigators and new committee members to how IACUC review works, which some institutions require or recommend alongside their CITI-based coursework. As with human-subjects training, completing the coursework produces a completion record tied to the learner’s institutional profile — it documents that training happened, but it is not itself a credential or license.

The occupational health program in practice

Occupational health enrollment is usually a separate process from the CITI-based coursework, run through an institution’s employee or student health service rather than the IACUC office, though the IACUC and OHS program are required to coordinate under PHS Policy and the Guide. It commonly involves a risk-assessment questionnaire covering the species and materials a person will work with, and — depending on that risk assessment — may include things like vaccination review (e.g., rabies pre-exposure vaccination for certain wildlife or non-human-primate work), tuberculosis screening, respiratory clearance for personnel who will wear respiratory protection, and guidance on zoonotic disease risks specific to the species involved. The exact content is institution- and risk-tier-specific; there is no single federally-published checklist, which is why “what does animal occupational health clearance actually involve” is genuinely a check-your-own-institution question rather than something with one universal answer.

Verification, renewal, and what the IACUC actually checks

Because PHS Policy IV.C.1.f requires the IACUC to confirm personnel qualifications as part of protocol review, most institutional systems tie training-completion records directly to the protocol-personnel roster: someone cannot be added to (or remain on) a protocol without a current, on-file training and occupational-health-enrollment record for the activities they’re listed to perform. Refresher/renewal intervals are institution-set rather than uniform — commonly aligned with the multi-year renewal cycle CITI uses for its other course tracks — and a protocol’s periodic (typically triennial, or annual for USDA-covered species/activities under some institutional policies) continuing review is a point at which listed personnel’s training currency is also checked.

How this differs from IRB certification

IACUC training and IRB certification are structurally parallel — both are institution-mandated, role-layered, delivered mostly through CITI, produce a completion record rather than a license, and sit alongside a distinct career credential (CPIA versus CIP) most working researchers never need — but they govern entirely different oversight committees and different regulatory bases. IACUC training qualifies someone to work with live vertebrate animals under PHS Policy, the Animal Welfare Act, and the Guide; IRB/human-subjects training qualifies someone to conduct human-subjects research under the Common Rule and FDA human-subjects regulations. A researcher whose work involves both animal models and human participants (for example, translational research) needs both training tracks independently — completing one does not satisfy the other. Frequently asked questions

Is IACUC training the same as CITI training?

Not exactly. CITI is the platform most institutions use to deliver the didactic (coursework) portion of IACUC training — its Animal Care and Use course series — but “IACUC training” as an institutional requirement also includes species/procedure-specific and hands-on components, plus separate occupational health program enrollment, that CITI coursework alone does not cover.

Do I need occupational health clearance if I only observe animal procedures and never handle animals myself?

Check your institution’s specific policy. Most occupational health programs are scoped to direct contact with animals, their tissues, body fluids, or their housing/waste, so some institutions require enrollment for anyone entering animal facility space regardless of hands-on contact, while others scope it more narrowly. This is set institutionally, not by a single federal rule.

How often does IACUC training need to be renewed?

There is no single federally-mandated interval. Renewal timing is institution-set, commonly tied to the multi-year refresher cycle CITI uses for its other course tracks, and protocol continuing review (typically at least every three years, or annually for some USDA-covered activities under institutional policy) is a checkpoint where listed personnel’s training currency is also reviewed.

Does completing IACUC training make someone a Certified Professional in IACUC Administration (CPIA)?

No. Completing the coursework and occupational health enrollment a protocol requires is what qualifies a PI or study team member to work with animals under that protocol. CPIA is a separate, tested, individually-held professional credential for career IACUC administrators, and is not required to conduct or staff animal research.

Who needs IACUC training if my protocol only involves purpose-bred mice or rats?

PHS-funded institutions still require it. The Animal Welfare Act statutorily excludes purpose-bred rats, mice, and birds, but PHS Policy applies to any live vertebrate animal used in PHS-supported research regardless of AWA coverage, and most institutions apply the same IACUC training and occupational health requirements to all vertebrate species as a matter of institutional policy rather than sorting requirements species by species.
