NIH Grants: An Overview

An orientation guide to NIH funding: what NIH grants are, the R/K/T/F/U mechanism families, how NOFOs and RFAs work, NIH peer review, and where to find current opportunities.

The National Institutes of Health (NIH) is the largest public funder of biomedical research in the world, investing nearly $48 billion a year — most of it, roughly 82%, awarded as extramural funding to researchers outside NIH itself. NIH makes almost 50,000 competitive grants annually to more than 300,000 researchers at over 2,500 universities, medical schools, and other research institutions across every US state, administered through 27 separate Institutes and Centers (ICs), each with its own disease-area, organ-system, or life-stage mission, plus the NIH Office of the Director.

For a research administrator, investigator, or anyone new to sponsored programs, “NIH funding” is not one thing — it is a specific, structured system of grant mechanisms, funding announcements, and review processes that differs in important ways from how other US federal agencies or international funders operate. This guide is the orientation page for that system: what NIH funding is, the main mechanism categories, how NIH funding announcements work, how applications get reviewed, and where to find current opportunities. What NIH funding actually is

NIH funds research through several distinct instrument types, and the differences are not just paperwork — they determine how much programmatic involvement NIH has in the funded work:

  • Grants are NIH’s most common funding instrument. Once awarded, NIH staff generally have limited involvement in the day-to-day conduct of the research (per the NIH Grants Policy Statement). The R-series, K-series, T-series, and F-series mechanisms described below are all grants.
  • Cooperative agreements (the U-series) look like grants but involve substantial NIH staff participation in the project after award — joint work-planning, milestone review, or direct involvement in study conduct — rather than a purely investigator-initiated project.
  • Contracts are procurement instruments NIH uses when it needs a specific product or service delivered to its own specifications, not investigator-initiated research. Contracts follow federal acquisition rules rather than the NIH Grants Policy Statement.

The main NIH grant mechanism categories

NIH organizes its grant programs into “activity codes” — the two-to-three-character prefix (R01, K99, T32, F31, U01, and so on) that identifies exactly which mechanism an award uses. Activity codes are grouped into families by their first letter. At the orientation level, five families matter most:

Family Purpose Common examples
R-series (research project grants) Funds a defined research project. The R01 is NIH’s most common and best-known mechanism — investigator-initiated, typically 3-5 years. R01, R03 (small grants), R21 (exploratory/developmental), R33

Each family has its own eligibility rules, budget conventions, and review considerations, and this list is not exhaustive (P-series program-project grants and other specialized codes exist for specific purposes). How NIH funding announcements work

NIH does not accept applications against a mechanism in the abstract — every application responds to a specific published announcement. NIH renamed its umbrella term for these announcements from “Funding Opportunity Announcement (FOA)” to “Notice of Funding Opportunity (NOFO)” starting in 2023, and the government-wide 2024 revision to the Uniform Guidance (OMB Memorandum M-24-11) standardized “NOFO” as the term federal agencies use generally. Per the NIH Grants Policy Statement, section 2.3.5, every NIH NOFO falls into one of two families:

  • Program Announcements (PAs) — standing, recurring solicitations using NIH’s normal submission cycle, including broad “Parent Announcements” that cover a whole activity code across NIH generally, PARs (a PA with special receipt, referral, or review handling), and PASs (a PA with dedicated set-aside funds).
  • Requests for Applications (RFAs) — one-time, tightly scoped competitions with set-aside funding, a defined award count, and usually a single receipt date, reviewed by a dedicated panel convened specifically for that competition. For most investigator-initiated R01 applications submitted under a standard Parent Announcement, NIH uses three standard annual receipt cycles: new applications are due February 5, June 5, and October 5; resubmissions, renewals, and revisions are due one month later (March 5, July 5, November 5). RFAs and program-specific PARs frequently set their own, different due dates — always check the specific NOFO rather than assuming the standard cycle applies.

How NIH reviews applications

Most NIH applications go through a two-level (“dual”) review process, described in NIH Grants Policy Statement section 2.4:

  1. Scientific merit review — a study section (a Scientific Review Group) evaluates and scores the application for scientific and technical merit. Most study sections are convened and staffed by NIH’s Center for Scientific Review (CSR); RFAs and some program-specific competitions instead use a Special Emphasis Panel convened by the issuing Institute or Center.
  2. Programmatic/relevance review — the funding Institute or Center’s advisory council or board performs a second-level review for relevance to that IC’s mission and funding priorities, using the summary statement and score the study section produced. Advisory councils typically meet three times a year, which is one reason a funded R01 can take the better part of a year from submission to award.

Only after both levels of review, and a funding decision by the IC, does NIH issue a Notice of Award.

Where to find current NIH funding opportunities

  • Grants.gov is now NIH’s single official source for grant and cooperative agreement NOFOs. Beginning in FY2026, per NIH Notice NOT-OD-25-143, NIH stopped posting new NOFOs in the NIH Guide for Grants and Contracts, so Grants.gov is now the place to search for and confirm the current text of any NIH funding opportunity.
  • The NIH Guide for Grants and Contracts (grants.nih.gov) remains NIH’s publication of record for grants policy notices, administrative guidance, and other non-NOFO announcements — subscribe to its weekly Table of Contents to track policy changes even though funding opportunities themselves have moved to Grants.gov.
  • eRA Commons and ASSIST are the NIH systems used to prepare, route, and submit an application once you have identified the right NOFO — your institution’s Signing Official/Authorized Organizational Representative must have an active eRA Commons account for the institution before a submission can go in.
  • NIH RePORTER (reporter.nih.gov) lets you search NIH’s already-funded grant portfolio by Institute, activity code, keyword, or institution — useful for identifying which ICs and study sections actually fund work in a given area before you search for a live NOFO.

Frequently asked questions

What is the difference between an NIH grant and NIH funding generally?

“NIH funding” is the umbrella term for anything NIH pays for — grants, cooperative agreements, and contracts alike. “An NIH grant” specifically refers to one of the non-cooperative-agreement mechanisms (R-series, K-series, T/F-series) where NIH has limited involvement in the day-to-day conduct of the funded work once it is awarded.

What is the most common NIH grant mechanism?

Do I need a US institution to apply for NIH funding?

It depends on the mechanism and NOFO. Some mechanisms (for example, the R00 phase of a K99/R00 award) require a US extramural institution; others allow foreign institutions to apply, subject to NIH’s foreign-component and foreign-subaward policies. Always check the specific NOFO’s eligibility section rather than assuming.
