Editorial commentary
Local Contexts is the coordinating initiative and technical platform (the “Hub”) through which Indigenous communities assert authority over their materials and knowledge as they flow through institutional and digital systems — archives, publications, biodiversity and genomic data repositories. It is grounded in the premise that knowledge is locally situated, and that local communities are best placed to articulate the rules governing it.
Three components, not one instrument
Local Contexts is often referred to loosely as “the Labels,” but it is properly the umbrella initiative stewarding three distinct components: Traditional Knowledge (TK) Labels, applied broadly to cultural heritage material; Biocultural (BC) Labels, purpose-built for genetic sequences, specimens, and environmental data; and Notices, used by an institution to flag material that may carry community protocols before a formal community determination and Label have been made. A coordinating concept, not a data-governance standard itself
Local Contexts is widely referenced in CARE-aligned data practice and supports interoperability with cultural-heritage, biodiversity, and research-data infrastructures, but it functions as coordinating infrastructure rather than as a substitute for community authority or for a principles-level framework like CARE. Applying a Label without partnership with the originating community does not, on its own, constitute meaningful implementation of Local Contexts’ intent.
What this means for research administration
A university library, research data repository, or biobank implementing Local Contexts should build it into standard metadata schema at the point of ingest, establish a working relationship with the Indigenous communities whose material it holds, and route any pending Label determination to those communities via the Hub rather than assigning provisional Labels unilaterally.
