Responsible Research and Innovation (RRI)

Editorial commentary

RRI emerged in European Commission policy discourse in the early 2010s, drawing on prior anticipatory-governance and ELSI (Ethical, Legal and Social Implications) traditions. The EU's Horizon 2020 programme formalised RRI under six dimensions: public engagement, gender equality, science education, ethics, access" class="text-primary underline-offset-2 hover:underline" data-autolinked="true" title="Open access — CASRAI Dictionary">open access, and governance. Owen, Stilgoe and colleagues articulated the influential four-dimensional RRI framework: anticipation, reflexivity, inclusion, and responsiveness. RRI has subsequently been integrated into Horizon Europe under broader headings of open science, gender, and ethics, while continuing to influence funder requirements.
