Exact component names, page limits, and required order vary by funder — always follow the specific funding opportunity announcement or call over any general guidance, including this one. What follows is the set of components that recurs, in some form, across most federal, foundation, and international research-grant proposals.
The narrative components
Cover page and abstract or project summary
Most proposals open with a short cover page or abstract — typically 250-500 words — summarizing the project’s objective, approach, and significance for a broad audience, including reviewers and program staff outside the immediate subfield. Many funders also use this text (or a variant of it) as the public-facing project description if the award is funded, so it should be self-contained and free of unexplained jargon.
Specific aims or objectives page
NIH-style applications use a distinct, tightly page-limited “Specific Aims” page (one page for an R01, per the current NIH Grants & Funding page-limits guidance) that states the problem, the project’s overall goal, and typically two to three discrete, measurable aims the proposed work will pursue. Not every funder separates this into its own attachment, but nearly every proposal narrative needs an equivalent: a short, upfront statement of exactly what the project will accomplish, stated specifically enough that a reviewer can later check whether each aim was addressed by the approach section.
Significance
This component argues why the problem matters — the gap in current knowledge or practice, and what changes if the proposed work succeeds. Reviewers use this section to judge scientific or practical importance independent of whether the specific approach is sound, so it should stand on its own rather than blend into the methodology.
Innovation
Many funders (NIH prominently among them) score innovation as its own criterion: what is novel about the concept, approach, methodology, or technology, relative to the current state of the field. Not every funder requires a separate innovation section, but reviewers across most mechanisms will ask, implicitly or explicitly, what this proposal adds that existing work does not.
Approach (research strategy / methodology)
The approach is usually the longest component and the one reviewers scrutinize most closely: research design, methods, analysis plan, and how feasibility and rigor will be demonstrated for each specific aim. NIH’s Research Strategy attachment, which covers significance, innovation, and approach together, carries a 12-page limit for an R01 (the Specific Aims page does not count against it, per the same NIH page-limits guidance). NSF applications use an analogous Project Description, governed by NSF’s Proposal & Award Policies & Procedures Guide (PAPPG), which must also separately address Broader Impacts alongside Intellectual Merit. Preliminary data or feasibility evidence
Many mechanisms — though not all, and rarely for a first-time-investigator or exploratory mechanism designed specifically to fund work without preliminary data — expect evidence that the proposed approach is workable: pilot results, prior publications, or a track record with the proposed methods. This is often woven into the approach section rather than presented as a standalone component.
Investigator qualifications and team
A statement of why the named investigator team is positioned to carry out the proposed work, distinct from the biosketch attachments described below. For multi-investigator or multi-institutional proposals, this typically also covers how responsibilities are divided across the team.
Environment and institutional resources
A description of the facilities, equipment, and institutional support available to the project — laboratory space, core facilities, computing resources, or population access — that establishes the work is practically supportable at the applicant institution.
References or bibliography
A standard reference list; format requirements (citation style, whether it counts against a page limit) vary by funder and should be checked against the specific opportunity rather than assumed.
The supporting-document components
Alongside the narrative, most research-grant applications require a standard set of separately-formatted attachments. Sponsors’ electronic submission systems will often reject an application outright if these are missing or misformatted, independent of the narrative’s quality:
- Budget and budget justification narrative — the itemized budget plus a narrative justifying each line (personnel effort, equipment, travel, subawards, other direct costs), built jointly with the institution’s sponsored programs office.
