An NIH grant does not move from idea to award on a single, linear timeline the way a private gift or a one-off contract might. It moves through a repeating annual system: three standard receipt dates, a two-level peer review process, a funding decision, and then — if funded — a further cycle of annual progress reporting that repeats until the project period ends and the recipient either seeks a competing renewal or closes the award out. The three standard annual receipt cycles
Most investigator-initiated NIH applications submitted under a standard Parent Announcement follow one of three standard due dates per year, sometimes referred to informally as Cycle I, II, and III. For the most common R-series research grant (R01), the standard pattern is:

These are the general R01 dates; other activity codes (R03, R21, R33, K-series, and others) shift by several days within the same three annual windows — always confirm the exact date against the specific Notice of Funding Opportunity (NOFO) rather than assuming the general pattern applies, since Requests for Applications (RFAs) and many program-specific PARs set their own, different receipt dates entirely.
Step 1: Submission, receipt, and assignment
Applications are prepared and submitted electronically — typically via ASSIST or a system-to-system solution routed through Grants.gov — and require an active institutional eRA Commons registration for the Signing Official/Authorized Organizational Representative before submission is possible. Once NIH’s Center for Scientific Review (CSR) receives an application, its Division of Receipt and Referral assigns it to both a funding Institute or Center (IC) and a specific study section, based on the application’s scientific content matched against each study section’s published referral guidelines. Applicants may request a specific study section or IC using the PHS Assignment Request Form, but final assignment rests with CSR scientific staff. Step 2: Scientific merit review (study section)
This is the first of NIH’s two required review levels. A study section — formally a Scientific Review Group — evaluates and scores the application for scientific and technical merit, typically at a meeting held a few months after the receipt date. Reviewers assign individual scores; the group’s overall priority score and percentile ranking, along with a written summary statement documenting the discussion, are the output of this stage. Most study sections are convened by CSR; RFAs and some program-specific competitions instead use a Special Emphasis Panel (SEP) convened directly by the issuing IC. Step 3: Second-level review (advisory council)
Only applications that clear study section move to the second review level: the funding IC’s advisory council or board performs a programmatic and relevance review, using the study section’s summary statement and score. Advisory councils typically meet three times a year, timed to follow each of the three standard receipt cycles by a further interval — this second review level is one of the main reasons a funded R01 can take the better part of a year, sometimes longer, from submission to award. Council review considers scientific merit alongside programmatic priorities, portfolio balance, and available IC funding, so a well-scored application is not an automatic award; council concurrence and an IC funding decision are still required.
Step 4: Just-in-Time (JIT)
For applications being seriously considered for funding — generally those scoring within a fundable range after council review — NIH requests additional information electronically through the Just-in-Time (JIT) feature of eRA Commons, rather than requiring it with the original application. JIT commonly includes: updated Other Support information for all Senior/Key Personnel (in NIH’s required format), an updated budget if requested, evidence of any required human subjects or vertebrate animal approvals not already on file, and — for awards subject to the NIH Data Management and Sharing (DMS) Policy — any needed revision to the DMS Plan. NIH’s own guidance directs applicants to submit JIT information at least 60 days before the proposed project start date, or sooner if the IC requests it. Being asked for JIT information is a strong signal an award is likely, but it is not itself a funding commitment — only the Notice of Award is.
Step 5: Funding decision and Notice of Award
Once JIT information is in and the IC makes a final funding decision, NIH issues the Notice of Award (NoA) — the official, legally binding document notifying the recipient institution that a grant has been made. Funds cannot be drawn down before the NoA is issued; the application itself was only a request, not a commitment. Each NoA covers one budget period (typically 12 months) within the project’s full, multi-year project period, and carries an award number combining NIH’s assigned serial number with a two-digit support-year suffix that increments with each subsequent budget-period NoA. The document is organized into an Award Data section (budget breakdown, F&A costs, anticipated future-year commitments), a Payment Information section, and Terms and Conditions sections covering both NIH’s standard terms and any award-specific special conditions. Only a Grants Management Specialist or Grants Officer — not the program officer — has authority to sign an NoA, obligate funds, or modify its terms.
Step 6: Post-award — annual progress reporting
An NIH award’s project period is funded incrementally, one budget period at a time, contingent on continued appropriations and satisfactory progress — a multi-year project period is not a guarantee that every subsequent year’s funds will be released automatically. For each non-competing continuation year, the recipient documents progress through the Research Performance Progress Report (RPPR), submitted electronically through eRA Commons. Step 7: End of project period — competing renewal or new application
When a project period’s final budget period approaches its end, the recipient faces a choice that re-enters the cycle described above rather than exiting it. A Type 2 competing renewal requests support beyond the current award’s project period; it must be fully developed and peer-reviewed as though it were a new application, competing for funding on the same terms as any Type 1 (new) application, through the same study-section-then-council review sequence. Not every mechanism supports a Type 2 renewal — R01 does, but R21, for example, has no renewal mechanism, so a project funded on an R21 must seek an entirely new award if the work continues.
