Suspension (grant)

The temporary halting of a grant's activities, typically initiated by the sponsor in response to a concern (compliance, ethical, or financial), during which new obligations cannot be incurred against the award and previously incurred costs may be at risk.

Editorial commentary

Suspension is a sponsor remedial action intermediate between continued performance and termination. During suspension, the recipient must cease new spending and activities, but existing obligations (payroll for the period) may continue under specific authorisation. Suspensions may be lifted upon satisfactory resolution of the underlying concern (e.g., revised plan, replacement of personnel, audit closure). If not resolved, suspension may convert to termination. Suspension is distinguishable from a temporary hold or pause within the project's own management.
