Editorial commentary
Signatories pledge to apply DORA's recommendations in their own assessment practices. For organisational signatories this typically implies revising hiring, promotion, tenure, funding and reward policies so that journal-based metrics no longer dominate the evaluation of individual researchers or outputs. DORA does not audit signatories, but its working groups publish case studies and assessment-reform toolkits. Becoming a signatory is symbolic until paired with documented policy change; signatory status is therefore best read as a public commitment rather than evidence of completed reform.
