Editorial commentary
The Agreement on Reforming Research Assessment was finalised in July 2022 after a consultation involving more than 350 organisations across Europe and beyond. It states a shared vision that research assessment should recognise diverse outputs, practices and activities; should be based primarily on qualitative judgement supported by responsible use of quantitative indicators; should abandon inappropriate uses of journal- and publication-based metrics such as the Journal Impact Factor and h-index; and should avoid the use of rankings of research organisations in research assessment. Signatories commit to ten reform actions and four enabling actions to be carried out over five years, with self-reported progress evaluations.
