Editorial commentary
The Grant Agreement (GA) is the master legal instrument for Horizon Europe and predecessor programmes. It consists of the core agreement, multiple annexes (work plan, budget, accession forms), and applicable model-specific clauses (RIA, IA, lump sum, Marie Sklodowska-Curie variants). The Annotated Grant Agreement provides the Commission’s official interpretation. Beneficiaries accede to the GA through formal accession forms. Amendments to the GA require formal Commission approval.
The GA versus the Consortium Agreement
The GA is the EU-facing document, signed between the European Commission (or its designated funding body) and every beneficiary in the consortium; it governs the relationship between the consortium as a whole and the funder. It is distinct from the Consortium Agreement, an internal document negotiated among the beneficiaries themselves (not signed by, or submitted to, the Commission) that allocates internal governance, IP terms, and liability apportionment beyond what the GA itself specifies. A coordinator manages both: signing and reporting against the GA, and distributing pre-financing according to the Consortium Agreement.
Model types affect specific clauses
The core GA text is common across Horizon Europe, but the applicable annex varies by funding instrument — Research and Innovation Actions (RIA), Innovation Actions (IA), Coordination and Support Actions (CSA), and lump-sum variants each carry their own model-specific clauses governing cost eligibility, reporting granularity, and IP terms. A lump-sum GA, for instance, pays against completed work packages rather than reimbursing itemised actual costs, which changes the financial-reporting burden substantially compared with a standard cost-reimbursement RIA.
Not a direct equivalent to a US federal grant
The GA is functionally analogous to a US prime award in that it is the single binding instrument defining scope, budget, and obligations, but it is not structurally identical: a US prime award typically sits with one recipient organisation that then issues subawards, whereas a single Horizon Europe GA binds every beneficiary directly and jointly, with no prime/subrecipient hierarchy among them.
